توصلت من خلال هذا البحث إلى نتائج عديدة من أبرزها: أولاً: مشكلة الأراضي البيضاء المعطلة في داخل المدن تعد من كبريات المشاكل التي تواجه اقتصاديات كثير من البلدان لاسيما العالم الثالث. ثانيًا: أكثر التدابير التي اتخذت لمعالجتها كانت حلولاً وقائية استباقية، خففت من المشكلة لكنها لم تكن كافية لمنع حدوثها، حيث تعتبر التطوير العقاري بسبب الخروقات الكثيرة، التي أدت إلى تملك أفراد مساحات واسعة، وإمساكها دون تطوير، مما أدى إلى ما يعرف المشكلة. ثالثًا: أبرز الحلول لمشكلة هذه الأراضي، هي فرض رسوم عليها، وجباية الزكاة، وتسعيرها، ونزع ملكيتها. رابعًا: ليس ثمة مانع شرعي من فرض غرامات مالية على ملاكها الذين يمسكونها دون تطوير. خامسًا: مقترح جباية الزكاة عليها يكتنفه إشكالات فقهية من حيث أصل وجوب الزكاة في العروض، ثم في تحقق شروط الوجوب. سادسًا: يجوز تسعير هذه الأراضي إن اقتضت ذلك مصلحة. سابعًا: يجوز نزع ملكيتها بإقطاع أو إحباء؛ لأن الملك لا يثبت بمجرد الإقطاع، بل يفتقر إلى إحياء الأراضي بما يقصد منها. كما يجوز نزع ملكيتها بمعاوضة أو تبرع أو ميراث، وفقًا للأحكام الواردة في نظام نزع الملكية للمنفعة العامة.
