المستخلص: Information and technology development adoption and access are far from adequate in the Arab region: Large scale illiteracy and disabling environment, including uncompetitive markets restrict opportunities to harness information and communication technologies ICTs. Despite the numerous existing assets gained from approximation and integration between the Arab states, where people are bound together by the links of religion, land, environment, culture, language, history, mutual interests and common will; efforts of coordination in the field of information technology and preservation of the digital heritage are still unsatisfactory. This article offers an overview of proceedings of the World Summit on the Information Society, Geneva phase, at its fifth plenary meeting, 12 December 2003 including the two documents adopted by the summit: a) declaration of principles and, b) plan of action. The Summit in its Plan of Action invites international and regional organizations to mainstream ICTs in their work programmes and to assist all levels of developing countries, to be involved in the preparation and implementation of national action plans to support the fulfillment of the goals indicated in the declaration of principles and in this Plan of Action, takings into account the importance of regional initiatives. Apart from reporting on the present situation of the use of information technology in various fields in the Arab world, i.e., mass communication, internet, industry, and scientific researches; this article also overviews the Arab region plans, strategies and meetings held within the framework of arrangements for the Tunis phase of the World Summit on the Information Society, to be held in Tunis (November 2005).
