لقد تناول هذا البحث دراسة مدى اختلال هيكل الدعم في مصر وعلاقته بعجز الموازنة العامة للدولة وذلك من خلال استعراض النقاط التالية: [المبحث الأول] دراسة تطور وتحليل هيكل الدعم في مصر. [ المبحث الثاني] دراسة هيكل الدعم في مصر الفترة من 2005/2006- 2010/2011. [المبحث الثالث] دراسة العلاقة بين زيادة مخصصات الدعم وزيادة عجز الموازنة العامة للدولة. [المبحث الرابع ] تجارب بعض الدول في تخفيض مخصصات الدعم والآثار المترتبة عليها. ولقد توصلت الدراسة لعدد من النتائج ألا وهي وجود اختلال في هيكل الدعم بين القطاعات الاقتصادية في مصر وكذلك وجود علاقة طردية بين زيادة مخصصات الدعم وزيادة عجز الموازنة العامة للدولة، إلا إن زيادة مخصصات الدعم ليست السبب الوحيد في زيادة عجز الموازنة العامة للدولة،كما أنه يمكن إرجاع سوء إدارة نظام الدعم إلى الفساد في إدارته وبالتالي استفادة المقتدرين أكثر من محدودي الدخل والفقراء، كذلك فإن محاولة استبدال الدعم العيني بالدعم النقدي من خلال محاولة زيادة الأجور قد لا يفيد قطاعاً عريضاً من العاملين بالقطاع الخاص، كذلك فإن هناك العديد من الأسباب التي تجعل المواطن المصري لا يشعر بما تقدمه الدولة من دعم للسلع والخدمات ومنها (حصول المواطنين علي السلع والخدمات المدعمة بشكل غير لائق)، وأخيراً فقد تم عرض مجموعة من التوصيات لتعظيم الاستفادة من نظام الدعم.
We take this research to study the disruption of the support structure in Egypt and its relationship to the general budget deficit of the state and through a review of the following points: [Section I] to study the evolution and analysis of the support structure in Egypt. [Section II] study support structure in Egypt from 2005/2006_2010 / 2011. [Section II] study the relationship between the increased allocation of support and increase the budget deficit of the state. [Section IV] the experiences of some countries to reduce the allocation of support and their implications. The study found a number of results, namely, an imbalance in the support structure between the economic sectors in Egypt as well as the existence of a relationship between the allocation of support and increase the budget deficit of the state, but the increased allocation of support is not the only reason to increase the budget deficit of the state, as it can return the mismanagement of the support system to corruption in his administration and thus to benefit position to do so more low-income and poor, as well as the attempt to replace in-kind support cash by trying to increase the wages may not benefit a broad range of private sector employees, as well, there are several reasons why the citizen Egyptian does not feel what the state provides support to the goods and services, including (for citizens to subsidized goods and services inappropriately), and finally it has been a series of recommendations for optimization of the support system.
