ترتبط الديمقراطية بثقافة قبول الأخر بشكل مباشر وجوهري ومناهضة العنصرية. ويمكن القول: بأنه لا ديمقراطية بدون ثقافة قبول الآخر.ز لهذا فإن الدول التي تهدف إلي تطبيق الديمقراطية, تنشئ جيلا يتقبل الآخر, وبرنامجا تعليميا وثقافيا وإعلاميا, ومن ثم تطبق الديمقراطية, وبخلافة ستكون الديمقراطية وبالا علي الشعب والدولة. فقد عانت البشرية من ويلات مدمرة راح ضحيتها الملايين من البشر بسبب التنوع والاختلاف. ذلك, أن الحروب والويلات والمآسي بين أنباء البشر كانت ولا تزال نتيجة لهذه التناقضات بين المجموعات البشرية, أو أفراد المجتمع الواحد ومجمل التسامح في القانون الدولي هو قبول الاختلاف والتنوع. فلم تعد القوانين في العصر الراهن التنوع والاختلاف مسألة شخصية يعود تقديرها والعمل بها لرغبات الشخص نفسه, بل أصبح قبول الأخر مسألة قانونية تفرض علي شخص أن يقبل الأخر بما فيه من اختلاف في الشكل والمضمون ويقوم مبدأ قبول الأخر علي أساس الشراكة الوطنية في الوطن الواحد. وسنتناول في هذا البحث, مفهوم التنوع والاختلاف, ونطاق قبول التنوع والاختلاف وقبول الأخر. وانتهي البحث بخاتمة تناول أهم النتائج والمقترحات.
