أهمية البحث تنبع من أهمية عدن ومينائها في الماضي والحاضر والمستقبل على الرغم من نشؤ موانئ للدولة المجاورة سريعة التطور في نشاطها، ومواكبتها للتطورات في موانئ البلدان المتقدمة. نشؤ وتطور ميناء عدن مر بمراحل مختلفة، وتأثر بالعديد من العوامل، والتي أثرت على نشاط الميناء وسمعته العالمية. وعلى الرغم من إجراءات الإصلاح التي بدأت في عام 1997م في الميناء وعملية الخصخصة لمؤسسات القطاع العام ونشوء شركات خاصة، يبدو إن مؤشرات النشاط في الميناء ليست في المستوى المطلوب مع أن هناك جهود مبذولة- من قبل إدارة الميناء- مؤسسة موانئ خليج عدن اليمنية- لتعزيز قدرات الميناء وتحسين خدماته وسمعته. وحتى يكون العمل في بيئة الميناء للزبائن والمستثمرين مبسطاً ونزيهاً وجذاباً، فإن ذلك يحتاج إلى قانون ولوائح منظمة للميناء ومراقبة تقديم الخدمات التي لم تصل للمستوى المطلوب، وتقويم تجربة شركات القطاع الخاص في أنشطة الميناء وبشفافية، يزداد إلى ذلك نجاح المؤسسة يحتاج إلى إرادة جادة من مختلف المستويات للحفاظ على تطبيق القوانين والأنظمة، والتقييم المستمر والاستفادة من التجارب المتقدمة.
The importance of the research arises from the significance of Aden and its port in the past and now and in the future though the emerging of parts of neighboring countries that have repaid development in their activities, and coping with the development of progressive countries ports. The emerging and development of Aden port has passed different stages, and has been affected by a number of factors, that affected the port activity and its universal reputation. Although the reforming procedures that have commenced in 1997 in the port, and the privatization process of the public sector establishments, and the emerging of private companies, it seems that the activity indicators in the port are not at the required level despite exerted efforts- by the port administration- the founder of Yemeni Aden Gulf ports- to enhance the port capabilities and improving its services and reputation. For the work in the port environment to be easy, fair, and attractive for customers and investors, it requires and needs laws and schedules that organize the port and controlling rendering services that have not arrived the required level, and evaluating the experience of private sector companies in the port activities with transparency. Moreover, the organization success requires diligent will form different levels to save the application of laws and systems, and permanent evaluation, and benefiting from the progressive experiences.
