هدفت الدراسة إلى بيان أثر مساءلة البرلمان الكويتي لوزراء التربية والتعليم العالي على أداء الإدارة التربوية، ومن أجل تحقيق هدف الدراسة قام الباحث باستخدام الأسلوب الوصفي التحليلي لمضابط جلسات مجلس الأمة الكويتي وبلغ عددها ثلاث مضابط تمت بها مناقشة الاستجوابات المقدمة من السادة الأعضاء إلى وزراء التربية والتعليم العالي، وقد توصلت الدراسة إلى أن مضمون الاستجوابات المقدمة من أعضاء مجلس الأمة الكويتي إلى وزراء التربية والتعليم تتعلق بالهدر في المال العام، وسوء تطبيق اللوائح والقوانين، والاعتداء على قيم المجتمع، أما بالنسبة إلى أثر المساءلة البرلمانية على أداء الإدارة التربوية فإنها تهدف إلى ضبط وتطوير النظام الإداري في وزارتي التربية والتعليم العالي والمؤسسات التابعة لهما، نتيجة توضيح الأدوار وتحديد المسؤوليات، وتصحيح الانحرافات التي قد توجد في الأداء الفعلي عما تم رسمه أصلاً من أهداف، والارتقاء بمستوى العاملين في الإدارة التربوية وزيادة الكفاءة والإنتاجية لهم لمعرفتهم بوجود نظام للمساءلة والرقابة الإدارية، وقد صدرت بعض القوانين الجديدة أو تعديلات على قوانين قائمة على أثر الاستجوابات المقدمة من قبل أعضاء مجلس الأمة إلى وزراء التربية والتعليم العالي مثل صدور القانون رقم (10) لسنة 1995 في شأن مكافآت الطلبة بالجامعة والهيئة العامة للتعليم التطبيقي والتدريب ومعاهد التعليم العالي، وصدور القرار رقم (4) لسنة 1997 بشأن تعديل المادة العاشرة من قرار مجلس الخدمة المدنية رقم 10 لسنة 1986 بلائحة البعثات والإجازات الدراسية، وبناءً على نتائج الدراسة فقد أوصت بضرورة العمل على الحفاظ على المال العام، والجدية في تطبيق القوانين والقرارات واللوائح التعليمية والتربوية والجامعية بصورة جدية، لتحقيق مبدأ العدالة والمساواة بين أفراد المجتمع الكويتي، وتبني مبدأ الشفافية في نشر المعلومات والإفصاح عنها يشكل واضح لتنمية الشعور بالديمقراطية، وتفعيل مبدأ تكافؤ الفرص
Study aimed to describe the impact of the accountability of the Kuwaiti Parliament of the Ministers of Education and Higher Education on the performance of educational administration, and to achieve the objective of the study, the researcher using descriptive analysis method Minutes of the meetings of the parliament and there were three minutes of the discussion was provided by the interrogations of the members to the Minister of Education and High Education, The study found that the substance of the inquiries made by members of the Kuwaiti National Assembly to the Ministers of Education, concerning the waste of public funds, poor implementation of regulations and laws, and the attack on the values of society, and, with respect to the impact on the performance of parliamentary accountability in education administration, they lead to the control and development of the system management in the ministry and the university, as a result of the clarity of roles and responsibilities to identify and correct the distortions that may exist in the actual performance of what was originally drawn from the targets, and the upgrading of workers in educational management and increasing efficiency and productivity of their knowledge of the existence of a system of accountability and administrative oversight, it has issued some new laws or amendments the impact of laws on the basis of interviews made by the members of the National Assembly to the Ministers of Education and Higher Education, such as the issuance of Law No. (10) for the year 1995 in the matter of rewards students in universities and university colleges and institutes of higher education, and the issuance of Resolution No. (4) for the year 1997 on the amendment of Article X of the Civil Service Council resolution No. 10 for the year 1986 a list of missions and leave the school, on the results of the study recommended the need to work to preserve the public money, and the seriousness in the application of laws, decrees and regulations are a serious university, in order to achieve the principle of justice and equality among the members of the Kuwaiti society and the adoption of the principle of transparency in the dissemination of information and disclosure is clearly without fraud or concealment of facts with regard to the work and achievements of the Ministry of Education and Higher Education
