520 |b We do believe that a well organized operation has been done to change Arab Mass Media from being an effective, creative and interactive medium, concerned with dealing with the objective reality and effectively taking part in changing it. The result of this operation was the transformation of the Arab Mass Media to a merely primitive and underdeveloped public relation practices. The great paradox is that this operation has carried out in local, regional and international circumstances that need an active, Influential and efficient mass media. The most important of these circumstances are: the cultural and educational levels in Arab World are getting higher and higher. And the other circumstances, are the accelerating of the regional and international structural changes in all fields. Lastly, the social, political and economical issues and problems are becoming more acute and complicate, and the qualitative technological developments are accumulating. Basing on that, the Arab Mass Media can not carry out a dialogue neither with the self, nor with the others. Adding to that, that the establishment (regimes) appeal to dialogue is not authentic and the lack of the fundamental requirements of real dialogue such as; having a clear identity, achieving facts on the ground, having social project and providers, the lack of transparency of information, citizenship feeling, and respect of ideas. Arab Mass Media to achieve clear participation in a fruitful dialogue has to go back to the “Kingdom of Mass Media” i.e. Its origin, and has to find its way to liberation from the tyranny of the regimes, bureaucracy, and non efficient agents, and to avoid the fruitless and noisy slogans. However, it seems that these aims are unachievable at foreseeable future.
