قطاع النقل في اليمن يحتل أهمية اقتصادية وخدمية كبيرة وأهميته أيضاً على مستوى التكامل الاقتصادي العربي، وتزداد أهميته أكثر في الوقت الراهن نتيجة للتقدم العلمي والتكنولوجي الهائل وتقدم وسائل الاتصال ونظم المعلومات بشكل كبير، غير أن برامج الإصلاح وإعادة الهيكلة التي تبنتها الحكومة من أجل زيادة فاعليته، والاهتمام التشريعي والتنظيمي، لم يجد تطبيقه العملي وبشفافية لعدم فاعلية الإدارة وغياب الرقابة والمتابعة والمحاسبة، و انعكس ذلك على تردي مؤسسات القطاع العام في النقل، وتردي خدمات النقل لاسيما نقل الأفراد، وبنيته التحتية، وتزايد الأضرار البشرية والمادية الناجمة عن حوادث المركبات، وما يترتب على ذلك معاناة. إن تحسين قطاع النقل البري ونقل الأفراد خصوصاً يتطلب إرادة صادقة، وإدارة فاعلية، وتطبيق الأنظمة والقوانين وتطويرها، وتثبيت مبدأ الثواب والعقاب والاستفادة من الخبرات المتقدمة، وتطوير بنيته التحتية

The improving of land transport sector, and the transport of individuals particularly require authentic will, active management, and the application and developing the laws and systems , and enhancing the principle of reward and penalty, and the benefit from the progressive experiences, and the developing of its infrastructure
