يتناول البحث إشكالية الأمن والإنسان في العالم العربي، ويبين في المبحث الأول تعريف الأمن وأقسامه، ويعرض في المبحث الثاني حق الإنسان في الأمن والحقوق المرتبطة به التي وردت في الشرائع السماوية والمواثيق الدولية والتشريعات الوطنية، ويخصص المبحث الثالث للجريمة والعوامل الدافعة لارتكابها، ويعرض في المبحث الرابع الجريمة وحقوق الإنسان المتعلقة بالأمن في المجتمعات التي انهارت فيها سلطة الدولة وارتباط ذلك بالنزاعات المسلحة الداخلية والدولية، ويعقد مقارنة في المبحث الخامس بين معدل جريمة القتل في الدول العربية عامة والدول التي انهارت فيها سلطة الدولة خاصة، ويبين المبحث السادس جهود الحكومات العربية في مجال مكافحة الجريمة، وينتهي البحث إلى أن الارتباط حتمي بين الإنسان والتنمية الإنسانية، وأن الأمن الشخصي يتمثل في توفير الحماية ضد ما يمكن التنبؤ به وما يصعب التنبؤ به من أحداث يؤدي وقوعها إلى اضطراب في حياة البشر ما لم يتوافر كل الاستعداد للمواجهة.
The present research provides a candid presentation on the multiple forms of security as experienced in the Arab world. The research, in its first section, presents a definition of security and explains its varied typology. In the second section, it expounds the right of human-being to security. Included in the discourse are related rights as enshrined in three distinct codes , Heavenly-revealed Scriptures; international convenants; and national legislations. In the third section, the present research sheds light on crime pre se and the factors motivating a potential perpetrator to resort to its commission. The present research, in its fourth section, expounds the broad subject of crime. Included in the exposition are human rights associated with security in societies characterised with dismantling power structure and the recurrence of internal-external armed conflicts. The fifth section incorporates a comparative projection of crime rate on murder among Arab countries in general. Focus of attention is assigned, however, on Arab countries encountering the ordeal of collapse. The sixth section highlights the concerted endeavours made by Arab states on crime prevention. The research, in its conclusive section, shows a determinate linkage between human-being and human development. It states that personal security requires tangible protection against all incidences that are expected to jeopardise the gracious life of mankind.
