المستخلص: The deep understanding of privatization and its legal system requires a study for its economic nature and the dimensions of this concept in regard to the partial and complete economy. This study addresses the ways of privatization and its legal, ad¬ministrative, and economic procedures. Keeping the balance between the public and private sectors in running the econom¬ic is another essential issue that has been considered in this research. Laying down a legal system for privatiza¬tion is not an easy task. It needs a proud Ufxierstanding for the legal and economic aspects of the issue. This research is at¬tempting to bring to light the various ap¬plied legal systems and suggest the most appropriate system for future use. This was by adopting some basic legal princi-ples, derived from old and new attempts. The outcome was a legal frame contains principles and criteria can be adopted as a guideline for privatization. The legal guideline for such an operation requires revision for the commercial and administrative laws and the secondary leg¬islations that organize the concerned es¬tablishments. There should be a reactiva¬tion for the legislations by the authority responsible for the privatization. Moreover, co-operation between legislature and ex-ecutive is another an essential aspect for a successful privatization operation. The criteria suggested are proud and valid to be applied in any establishment. However, this does not prevent suggesting that certain special recommendations to be considered in case of privatizing such an establishment which does not require a new legal system.
