أصبحت ظاهرة الفساد الإداري من الظواهر الخطيرة التي تواجه المجتمعات المعاصرة، وخاصة في الدول النامية، حيث انتشرت في جسم مجتمعاتها، وازدادت في الآونة الأخيرة، نتيجة للتغيرات التي مر بها المجتمع الدولي والمحلي، تلك التغيرات التي اتسمت في ظل العولمة بعدم الاتساق، وانعكست آثاره على البناء الاجتماعي والاقتصادي والسياسي والثقافي. ويعد الفساد الإداري من أخطر الظواهر التي لاقت اهتمام كثير من الباحثين، لوضع إطار عمل واقعي، الهدف الرئيس منه علاجها من خلال محاور جدية محددة. ومكافحته بكل صوره ومظاهرة من الأهمية، باعتباره يصيب مؤسسات وهيئات وأجهزة الدول الإدارية، حتى بات كالجرثومة التي ترتبط بالموظف العام والوظيفة العامة. لذلك كان لابد من تفعيل دور الأجهزة الرقابية المختلفة للحد من هذه الظاهرة: كهيئة الرقابة الإدارية في مصر، والهيئة الوطنية لمكافحة الفساد الإداري في السعودية. وقد تناولت الشريعة الإسلامية حالات الفساد الإداري بالتنظيم والتمحيص، ووضعت لها نظاماً قائماً على العدل والمساواة، كما وضعت الأحكام العقابية لردع حالات هذا الفساد. ويمكننا أن نقول بأنه لا يمكن مكافحته إلا بالقضاء على العوامل التي تؤدي إلى ارتكابه والتي سوف نتناول بعضها في البحث المعروض مثل الرشوة، ومراعاة الزمالة والمحسوبية.
