المستخلص: Administrative Corruption is one of the most important features and re¬sults of faltering in making, implementing, and evaluating the public poli¬cies, and it is- at the same time- one of the most important reasons for de¬laying the Reformatory development programs. Administrative Corruption is a disease and feature, together. * Administrative Corruption is feature for faltering of the policy-making pro¬cesses and the sectoral and regional planning programs. Even, Adminis-trative Corruption is a disease that prevents the achievement of compre-hensive and sustainable development, and reaching what a missed opportunity for growth and progress, in a world recognizes only the ability to compete, on the basis of integrity, transparency, accountability and par-ticipation, on the local and international levels. The objectives of the research, from the perspective of public policy analy-sis, as follows: Putting a specific, clear-dimensional, and sententious definition for the term "Administrative Corruption", Clarity the relationship between "Administrative Corruption" and "Economic and Political Corruption”, and which is the independent factor, Analysis the situation of "Administrative Corruption" in Egypt, its causes and features, and its effects on development and competitiveness of the state, Determine the official position of the state regarding the evolution of the in-ternational interest of the negative effects of administrative corruption, Identify the local administrative corruption shapes’, with reference to inter-national cases, Developing alternatives and specific recommendations to combat adminis-trative corruption. In this context, the study is divided to four main parts, other than the intro-duction and conclusion, which are: the methodological framework of the study; the conceptual, and theoretical framework of the study, which fo-cused on identifying the nature and dimensions of the concepts of the study and the impact of the phenomenon of administrative corruption on development; and the situation of administrative corruption in the light of the Egyptian case, which covers number of elements that are described and show the situation of the administrative corruption in the case of Egypt; and alternatives to combat the administrative corruption in Egypt.
