إن تلبية متطلبات السكان من أهم دعائم التنمية البشرية والتنمية المستدامة على السواء في أي دولة حيث تنصب آثارها إما إيجابياً أو سلباً على الوضع الاجتماعي والاقتصادي في المجتمع وتشكل النسيج الحضري للتكامل مع بقية المرافق والخدمات. والعمل على تلبية تلك المتطلبات الاجتماعية للسكان مع تحسين البنية الأساسية لكافة الخدمات هي عملية معقدة لابد من مواجهتها لتحقيق منظومة اجتماعية وبيئة اقتصادية قابلة للاستدامة وقادرة على إحداث التغييرات المنشودة التي تتمحور حول السكان. ونظراً لحجم التحديات التي تواجهها كافة الدول العربية في إطار الظروف الاقتصادية العالمية الحالية والعولمة والتقدم العلمي وغيرها من التحديات، فقد أصبح واضحاً أن تحديات التنمية البشرية هي على رأس قائمة هذه التحديات لتحقيق المتطلبات الاجتماعية للسكان لإحداث التنمية المستهدفة داخل المجتمع سواء التنمية البشرية أو المستدامة، ولذا تعتبر المتطلبات الاجتماعية للسكان قضية مستقبلية من أهم أولويات المجتمع الدولي مرتبطة بالتخطيط لتنمية مستدامة من خلال تحقيق تنمية اقتصادية ورفاهية اجتماعية بأقل قدر من استهلاك الموارد الطبيعية تتوافر لديها العدالة والمساواة في الفرص بين الأجيال القادمة. وقد هدف البحث الحالي إلى تسليط الضوء المتطلبات الاجتماعية لسكان دولة قطر إحدى الدول العربية لكي تكون المؤشرات والتوقعات معيناً على تدعيم خطط وبرامج التنمية في الدولة وحتى يمكن أخذها في الاعتبار من قبل القيادات المختلفة وصانعي القرار بدولة قطر لمواكبة الاتجاهات العالمية الحديثة للتنمية، وفي إطار ذلك فإن البحث استهدف الوقوف على الاتجاهات الحالية والمستقبلية لكل من دليل التنمية البشرية ودليل التنمية البشرية ودليل التنمية المرتبط بنوع الجنس في قطر في ضوء التقارير العالمية للتنمية البشرية للأمم المتحدة، مع بيان أثر بعض العوامل الديموجرافية والتعليمية والاقتصادية المؤثرة على درجة أهمية المتطلبات الاجتماعية للتنمية، وتحديد المؤشرات المؤثرة على تصنيف نوعية الأهمية لهذه المتطلبات (عالي / منخفض)، ومن ثم استخراج النتائج والتوصيات التي تساعد كافة الجهات المعنية بالدولة من العمل على التحسين والتطوير للتنمية الاجتماعية لسكان دولة قطر.
Meeting the requirements of the population is one of the most important pillars of both human and sustainable development in any country. It has an impact on social and economic status within the community. Therefore, the work to meet these social requirements of the population next to improve the infrastructure for all services is a complex process that must be faced to achieve a social and economic environment are sustainable and able to bring desired changes to the population. Given the magnitude of the challenges faced by all Arab countries under the current global circumstances economic, globalization and scientific progress and other challenges. It has become clear that the challenges of human development is at the top of these challenges to achieve the social requirements of the population to make a targeted development within the community. So, the social requirements of the population is considered important issue of international community’s priorities related to future planning for sustainable development through socio-economic development with minimal consumption of natural resources. It has the equity and equality of the opportunities between the future generations. The aim of the current research to highlight the social requirements of the population of the State of Qatar as one of the indicators and expectations that contribute to the strengthening of plans and programs of socio-economic development within the country and help the leaders and decision makers in Qatar to keep pace with recent trends of développement. Thus, the research aimed to identify current and future trends for each of the human development index and gender-related development index in Qatar state in the light of global reports on human development of the United Nations. In addition to identifying the impact of some demographic, educational and economic factors that affecting the degree of importance of the social requirements of development, Also, determine the indicators affecting the classification of the importance to these requirements (high / low). And then extract the results and recommendations to help all concerned to work on state improvement and development of social development for the people of Qatar.
