يناقش البحث أحد أنواع خدمات التجارة الإلكترونية، وهي خدمة الاتصال بالإنترنت، وقد تم تقسيم البحث إلى مبحث تمهيدي وفصلين جاء بالمبحث التمهيدي الحديث عن شبكة الإنترنت وأهميتها وكيفية إدارتها وأهم الخدمات التي تقدمها، ثم في الفصل الأول تناولنا عقد الاشتراك بالإنترنت وهو عقد تجاري بحسب النشاط بالنسبة للمورد أما بالنسبة للمستخدم فقد يكون تجارياً أو مدنيا وتناولنا أركان العقد من توافر الرضا ومحل العقد و السبب وانتهينا إلى أن العقد من عقود الإذعان حيث يسلم المستخدم بشروط المورد دون مناقشة أو تعديل، كما تناولنا آثار العقد من التزامات على المورد وأهمها تحقيق اتصال المستخدم بالإنترنت وهو التزام بنتيجة كما يلتزم المستخدم بالتزامات أهمها دفع الاشتراك، ثم في الفصل الثاني تناولنا المسئولية عن خدمة الاتصال بالإنترنت وحددنا مسئولية المورد ومسئولية المستخدم وانتهينا إلى ضرورة تدخل الدولة للتخفيف من الشروط التعسفية وتحديد المسئولية وكذا العمل على تنظيم هذه الخدمة ضمن تشريع للتجارة الإلكترونية أو للإنترنت ينظم الخدمات المختلفة وتحديد مسئولية كل الأطراف.
The research discusses one types of e-commerce services, this is the internet connection service. The search has been divided into two chapters and an introductory study. In the balambages introductory, we discusse importance of the network internet, how to manage it, and the most important provided service. In the the first chapter, we discusse the internet subscription contract, which is consider as commercial contract for the provider, however it maybe commercial or civil for the user, morever the researcher discusse the elements of the contract, such as the acceptance of contract conditions, subject and reason contract, the conclusion is that this contract is consider one of adhesion contracts, where the user accept all terms of contract, without any modification. In the other hand we study effects of the contract, the provider should be obligate providing the service internet connection to the user. In the second chapter, we discuss the responsibility about the internet connection service and we have detected the responsiblilities for both provider and user. In the end, we recommened that the govemorate should be get limites for conditions of this adhesion contract, also it should detect responsibilites of all parties and regulate the service by legislation laws for electronic commerce.
