المستخلص: Under the 1971 constitution, all Egyptian elections displayed major features of authoritarian plurality, as formal but not substantial democracy dominated the scene. In the period 1976- 2010, the elections have always witnessed governmental intervention in the process and its results; lacked integrity and marginalization of opposition parties and non-partisan groups; growing numbers of independent political figures; low parliamentary representation of women and Copts; increased role of businessmen and political money; and little public participation. Whenever this authoritarian plurality experience was about to improve, the regime's totalitarian culture pulled it further back, which perhaps accounts for its dramatic ending. The January 2011 uprising managed to bring it down entirely, along with its constitutional, legislative, organizational and partisan rules. In the transitional period of 2011-2012 from a dismantled to an arising system, a general election took place but with characteristics totally different from previous ones under authoritarian plurality. The question raised now is: Does this election indicate that Cairo is heading for a comprehensive democracy dominated by an Islamist party or coalition, or for a new phase of open political plurality within a genuine democratic transformation?
