من أجل تخطي التحديات التي تواجه التعليم الثانوي الحالي، وتمشيا مع ما حدده مؤتمر "عمان 2020" من غايات للمجتمع، ونظرا لضرورة إعادة النظر في النظام التربوي في إطار الواقع والمتغير، ومستجدات العصر لخدمة المجتمع العماني، وما يتطلبه ذلك من إقامة علاقة تفاعلية بين النظام التربوي المتمثل في المدرسة ومؤسسات التعليم العالي، والجامعة، وبين المجتمع، ومن ناحية أخرى المواءمة بين نظام التعليم الجديد ومخرجات التعليم الأساسي؛ لتكوين نظام تعليمي كلي متناغم، يتوافق مع متطلبات المجتمع العماني، تناول البحث المنطلقات الأساسية والأبعاد التي يمكن أخذها في الاعتبار عند القيام بتطوير نظام التعليم العماني، وأهم الخبرات العالمية: العربية منها والأجنبية في مجال التعليم الثانوي الشامل في الولايات المتحدة الأمريكية، ومملكة البحرين، والتعليم الثانوي بعد الأساسي في مصر، بجانب نمط التعليم البوليتكنيكي، ونماذج من الدول الآسيوية واللاتينية وكندا، وكلها نماذج تقوم علي دمج النظرية بالتطبيق، والتعليم النظري بالتعليم العملي، محققا العلاقة التفاعلية بين التعليم والعمل المنتج، وفقا لاحتياجات المجتمع. مع توضيح أوجه القوة والضعف في التعليم الثانوي الحالي منتهيا بنموذج تطبيقي "للمدرسة الثانوية التكاملية" مشتملا علي: الفلسفة الخاصة به، والأهداف، والاستراتيجيات، والهيكل الإداري، والتمويل، والمنهج، والمعلم، وصولا إلى متطلبات تطبيق هذا النموذج في السلطنة وفقا لاحتياجات المجتمع العماني بعامة، والبيئات المحلية بخاصة، ومحققا لأهداف التنمية الشاملة للسلطنة.
In order to overcome challenges facing present secondary school education according to what has been decided by the conference "Oman 2020" regarding the goals of the Omani society, it is of vital importance to reconsider the educational system within the framework of what is actual and variable in the current modern age. There is an urgent need to establish an interacting relation between the educational system represented by School, Higher education institutions and the university on one hand and Omani Society on the other. Also there is certain coordination between the new system of education and the output of Basic Education to establish an overall educational system that meets the needs of Omani Society. For all the above reasons, the research has dealt with the basic concepts and dimensions that can be taken into considerations in developing the Omani Educational system by referring to international Arab and foreign experiments in the field of comprehensive secondary school education such as USA, Bahrain Kingdom, and Secondary school education beyond Basic Education in in Egypt, in addition to polytechnic education and some other models of education from Asian and Latin countries as well as Canada. All these models are based on merging theory with application, and theoretical with practical education so as to achieve the interacting relation between learning and the work produced according to the needs of society. The research shows points of strength and weakness of the current secondary school education. It ends up with an applied sample for "Integrated Secondary School" comprising its special philosophy, goals, strategies, administrative frame, finance, curriculum, the teacher5, then arriving at the requirements of applying this modelin the Sultanate according to the needs of Omani society in general and local calculations in particular, and thus achieving goals of comprehensive development of the Sultanate.
