هدفت هذه الدراسة للتعرف على التخطيط الإداري الإسلامي في العهد النبوي، من خلال مناقشة بعض الجوانب الإدارية المهمة من عملية التخطيط في العهد النبوي، في محاولة لتأصيل بعض المبادئ التي تقوم عليها هذه العملية، وإثبات لأسبقية الإدارة الإسلامية في تطبيقاتها، متأملين العودة لهذا الأصل العظيم، وإعادة صياغة مفرداته لتلائم هذا العصر، وإحياء الوعي الإسلامي في جانبه الإداري . لقد تم الاعتماد على المنهج التاريخي التحليلي من خلال المصادر الجاهزة التي تناولت العديد من الجوانب الإدارية لعملية التخطيط في حياة الرسول صلي الله عليه وسلم. خلصت الدراسة إلى توضيح: - مبادئ التخطيط الإداري في العهد النبوي، وهي: العقيدة، والتنبؤ، الاستعداد. - المميزات التي تميزه وتفرده عن غيره؛ إذ يقوم على مجموعة من الأصول والقواعد، والأساليب والوسائل التي لا تتوافر في التخطيط الحديث. - الدور الأساس الذي قامت العملية التخطيطية في عهده صلي الله عليه وسلم في بناء أركان الدولة ومؤسساتها، ومأسسة العمل السياسي والإداري . - الاهتمام بمعرفة قدرات العاملين وكيفية توظيفها من خلال الاعتماد على المعلومات الدقيقة وتأثير الجماعة، ونمط القيادة كمبادئ تقوم عليها عملية التخطيط الإداري في الإسلام. - أنه تخطيط شرعي قائم على أسس مقننة واضحة ومتينة تحفظ له طابعه الخاص وتعينه على أداء وظيفته بصورة كاملة لا تتوافر مطلقاً في غيره فهو يقع ضمن الإطار التعبدي، ويجمع بين الطابعين الديني والدنيوي .
This study aims at introducing Islamic management planning in Prophet’s Era through discussing important administrative aspects in the planning process during the Prophet’s Era, in an attempt to establish some principles this process based on to prove the precedence of Islamic management in its applications, hoping to return to this great origin and reform and modulate its elements to fit in the present time and revive Islamic awareness in its administrative perspective. We depended on historical analytical method through prepared sources which handle several aspects of administrative planning process in the life time of the Messenger ( Peace be upon him). The study concluded in clarifying the following points: - Principles of management planning in the Prophet’s Era are as follows: belief, prediction and readiness. - Characteristics that distinguish it from others, as it is based on some fundamental rules, techniques and means that are not found in modern planning. - The main role that the planning process undertook in his Era ( Peace be upon him) was building up the pillars and institutions of the state in His Era as well as institutionalizing political and administrative work. Interest in knowing abilities of the people performing the duties vested to them and how to apply them through accurate information and impact on the community and type of leadership and principles on which the management planning process is based. It is a shari‘ah planning based on legalized clear strong fundamentals that keep Its special form and helps It to perform its function completely in a way that is not available in other systems because it is done in the framework of worship. It involves both religious and secular types as well.
