يهدف البحث إلى التعرف على علاقة واثر تقانة المعلومات والاتصالات بمداخل قياس الفاعلية التنظيمية من خلال إجراء دراسة ميدانية لعدد من منظمات القطاع الخاص في مدينة الموصل. وتحقيقاً لأهداف البحث، اعتمدت استمارة الاستبانة لقياس العلاقة والأثر بين متغيرات البحث المستقلة (تقانة المعلومات والاتصالات) والمعتمدة (مداخل قياس الفاعلية التنظيمية). وتمثل مجتمع البحث بمنظمات الأعمال العاملة في القطاع الخاص بمدينة الموصل، في حين اجري البحث على ست منظمات عاملة في القطاع الخاص، وتم اختيارها بشكل مقصود، إذ يمكن اختبار متغيرات البحث الحالية فيها، واستخدم الباحثان عدداً من الأساليب الإحصائية أهمها، معامل بيرسون لقياس درجة الارتباط والانحدار الخطي البسيط، والوقوف على نتائج البحث، والذي تم توصل إلى مجموعة استنتاجات أهمها: يعد مدخل المكونات الإستراتيجية أكثر المداخل تأثرا بتقانة المعلومات والاتصالات، وهو ما يدل على أن تقانة المعلومات والاتصالات تساعد على إرضاء (المالكين، والموفين، والزبائن، والدائنين، والجهات الحكومية وهيئات المجتمع المدني). وأوصى البحث بضرورة الاهتمام بالمداخل بشكل متواز، إذ إنها بصورة كلية تقيس جميع أهداف المنظمة، وليس التركيز على مدخل بحد ذاته لقياس أهداف محددة، إلاّ إذا قصدت الإدارة ذلك
The research aims at highlighting the relation and the impact of information communication Technology by measurement approaches of organization effectiveness through a field study of some private sector organization at Mosul City. To realize the objective of the research, a questionnaire has been prepared in order to measure the relation the relation and impact among the variable an independent research (Information Communication Technology) and dependent variables (Measurement Approaches of Organization Effectiveness). The community of the research has been represented by the effective working organization of private sector in Mosul City. Moreover, the present research has been carried out six working organizations of the above - mentioned sector. Their choice has been deliberate because it is possible to test the actual variables of the research. The two researchers, in their turn, use several statistic methods particularly, Pearson variable to measure the degree of the relation and simple linear regression to meet the final results of the research. This research reaches the following results: The approach of strategic constituents is the highly affected by the communication technology. In fact, this indication to the Information communication technology that helps to satisfy (owners, officials, customers, debtors, governmental, institutions and civil society organizations). Finally, the present research recommends the necessity of taking into consideration of the organization. It never aims at concentrating on the approach for its own sake for measuring limited objectives unless the administration recommends it
