And if Iraq after April 2003 entered into a new political and constitutional phase, which was confirmed by the issuance of 2005 constitution, and it stated and adopted the parliamentary system, and it entered a lot of detailed amendments to it that has touched even demolished many of the core elements of the parliamentary system. \
