المستخلص: The administration in exercising of its activities resort to multiple methods, and all of that for the management of public utilities, and these methods are known as legal acts of public administration, these acts are either material such as roads’ pavement, or legal acts which aime at establishing of a particular legal status or modifying or repealing it. That the legal acts issued by administration of two types, they are either issued by the unilateral will of the administration which are called administrative decisions ,or may be issued by the unilateral will of management combined with the will of individuals ,and that is known as administrative contracts, administrative decision is different administrative contracts that require consensus of wills: the administration’s will and the will of the other party whether it’s of the administration or other, except what is known as separate administrative decisions, which represent an exceptional distinction between administrative decision of administrative contracts. \
