يتناول هذا البحث بالتحليل ظاهرة الفساد في القطاعات الحكومية بمختلف أنواعها ومستوياتها، وهي ظاهرة تترك - بلا شك – آثارا سلبية على معظم نواحي الحياة السياسية والاجتماعية والاقتصادية في مختلف دول العالم . في هذا السياق يتعرض البحث لظاهرة الفساد من عدة زوايا، حيث يعنى البحث في - الجزء الأول - بالتناول التحليلي لأنماط الفساد، فضلا عن بيان كلفته أو الآثار السلبية له من النواحي الأخلاقية والسياسية والاقتصادية في أي مجتمع تزداد فيه حدة هذه الظاهرة . ويتناول الجزء الثاني من هذا البحث أهم الجهود الدولية المعنية بمكافحة ظاهرة الفساد، ومن خلالها يتناول البحث دور المنظمات الدولية الحكومية وغير الحكومية في التصدي لهذه الظاهرة ، كذلك يتناول البحث أبرز الاتفاقيات الدولية والإقليمية المعنية بهذا المجال . ثم تأتي الخاتمة لتتناول تقييما لتلك الجهود الدولية والمشكلات أو المعوقات التي قد تحد من قدرة تلك الاتفاقيات والجهود الدولية في التصدي بفاعلية لظاهرة الفساد ولاسيما في الدول غير الديمقراطية.
This research analyzes the phenomenon of corruption in the government sectors - at various levels and with different kinds, a phenomenon that leaves no doubt that there are negative effects on most aspects of political, social, and economical development in countries around the world countries. In this context, the research examines the corruption phenomenon from several perspectives, which means looking at the ingestion of the analytical types of corruption, as well as the cost or negative effects of corruption from a moral, political, and economical development in any society which faces increasing severity of this phenomenon. The second part of this research deals with the most important international efforts of facing the phenomenon of corruption, which the research examines with the role of the international governmental and non-governmental organizations in addressing this phenomenon, as well as examining the most prominent international and regional conventions in this field. Lastly, the research will conclude with an assessment of international efforts and the problems or constraints that may limit the ability of those conventions and international efforts to effectively address the phenomenon of corruption, especially in non- democratic countries. \
