تلعب النخب المثقفة في أية أمة كانت وفي الوطن العربي على وجه الخصوص دورا مهما وأساسيا في تعزيز بل وحماية حقوق الإنسان. لقد غدت مسالة حقوق الإنسان من أهم المسائل التي تجري مناقشتها في عالم اليوم ويتناول التنظير لها النخب المثقفة ذوي الفكر وحملة القلم في العالم العربي، إذ تبنت النخب المثقفة مسالة الديمقراطية وحقوق الإنسان متمسكين بها بوجه الدكتوريات السائدة في أنحاء متفرقة من العالم العربي. تنطلق الدراسة من فرضية مفادها أن قدرا كبيرا من أسباب الهزائم العسكرية والسياسية التي لحقت بالأمة العربية وحطمت أهدافها الوطنية والقومية وجعلت حالة اليأس والعقم المعنوي تخيم على عقلية المواطن العربي كان بسبب حرمان المواطن من حقوقه وحرياته الأساسية فضلا عن غياب الدور الفعال للنخب المثقفة في حماية هذه الحقوق والحريات. وفي ضوء ذلك فإننا نرى أن المطلوب من النخب المثقفة ليس القيام بحركة سياسية أو اتخاذ مواقف سياسية معارضة للأنظمة القائمة، بل أن تتحمل مسؤوليتها في وضع الأنظمة أمام مسؤولياتها لتحقيق ما التزمت وتعهدت قانونا بتحقيقه بحكم الاتفاقيات الدولية، وان تحشد النخبة المثقفة في سبيل ذلك جميع إمكاناتها المهنية والفكرية مع الاستعانة بالمنظمات الدولية في مجال حقوق الإنسان، فالمطلوب أذن هو انطلاقه حقيقية واعيه من اجل تعزيز حقوق الإنسان العربي من اجل تحقيق مبدأ سيادة القانون. \
In any nation in general and in the Arab Nation in particular, intelligentsias play a significant and essential role not only in promoting but also in preserving human rights. The question of human rights has become one of the most important issues under discussion in the world of today. Theorization for human rights tackles intelligentsias, thinkers and writers, in the Arab World. Intelligentsias have firmly adopted the issue of democracy and human rights, in the face of prevailing dictatorships in various regions in the Arab World. The study hypothesizes that a great deal of military and political reasons of defeats, that faced the Arab Nation, destroying its patriotic and national goals and making depression and moral barrenness control the Arabic citizen's mentality, was due to depriving that citizen of the basic rights and liberties, not to mention the absence of the intelligentsias' active role in keeping these lights and liberties. Accordingly, we see that the intelligentsia is not required to make a political movement or take political stands opposing the current regimes, yet to shoulder responsibilities in urging these regimes to perform their duties in achieving what they have legally committed themselves to carry out according to the international agreements. And that the intelligentsia has to gather for this aim all its professional and intellectual capacities with the aid of human rights international organization. \
