المستخلص: يواجه التعليم في العصر الحديث تحديات في جميع نواحي الحياة الاجتماعية والاقتصادية والثقافية ولعل من أهمها الانفجار السكاني، والانفجار المعرفي، وتطور فلسفة التعليم، وتغير دور التدريسي، والنقص في أعضاء هيئة التدريس، والتطور التكنولوجي ووسائل الإعلام، مما حدي بالمتخصصين إلى الالتفات للتقنيات التعليمية الحديثة للتصدي لبعض المشكلات الرئيسية التي تواجهها الكلية والتعليم من أجل إتاحة الفرص المتكافئة لجميع الأفراد مع مراعاة الفروق الفردية بين المتعلمين. إن معظم الجامعات العالمية وصفوف الكليات فيها في الوقت الحالي توفر تقنيات تكنولوجية متطورة خاصة بالحاسوب والإنترنت والوسائط المتعددة الأخرى من اجل تطوير التعليم وهذه الأنظمة التعليمية المتطورة لم توجد فقط من أجل الدخول إلى مختلف الوسائط من أجل عرض البرامج التعليمية وإنما وجدت من أجل خلق بيئات محركة ومحفزة للتعليم. لقد أصبح نظام Blackboard من الأنظمة التعليمية والأكاديمية التي تحتل مكانة وجزء مهم في البيئة التعليمية التكنولوجية، وهو نظام يتيح الفرصة للمتعلم لاستخدام الانترنت وهو وسيلة مألوفة لمعظم الأغراض التعليمية وهو كذلك وسيلة توفر واسطة لعرض المادة المنهجية (المقررات الدراسية بطريقة تحفز المتعلم على التنظيم، السيطرة على الوقت وتطوير المهارات. وهو وسيلة تشجع كل من المتعلم والتدريسي أو المسؤول عن تنظيم وعرض المقررات الدراسية على الاتصال في أي وقت وأي مكان وكذلك يشجع الطلبة على الاتصال فيما بينهم وهذا بالتالي يطور التعليم الفعال وينمي قابليات الطلبة العقلية. وبناءا على ذلك، فقد تناول البحث الحالي موضوع نظام Blackboard وتأثيره في تحسين جودة التعليم وتم دراسة الموضوع دراسة وصفية تحليلية وذلك بوصف الظاهرة المدروسة وصفا دقيقا من اجل لغرض تحليلها ومناقشتها والاستفادة منها في إعداد الإطار النظري وتوظيفها في معالجة مشكلة وإجراءات الدراسة. وقد تحددت الدراسة بالأنظمة التعليمية الإلكترونية (نظام Blackboard). ويطمح الباحث من خلال الدراسة الحالية توصيف الأسس البنيوية لواحد من أنظمة التعليم الإلكتروني وهو نظام Blackboard في تحسين جودة التعليم. وتأسيسا على ما تقدم هدفت الدراسة إلى... أولا: تقديم مقترح نظام Blackboard التعليمي في تحسين جودة التعليم في الجامعات العراقية، (جامعة صلاح الدين نموذجا). ثانيا: تحقيق مبدأ التوازن في المقرر الدراسي من خلال (المحاضرات، وسائل التقويم، الأنشطة). ثالثا: الكشف عن آليات إعداد الطالب الجامعي علميا من خلال (الحس النقدي، الإبداع، الابتكار، إبداء الرأي). وقد توصل الباحث إلى مجموعة من النتائج والتي من أهمها إن تدريس المقررات الدراسية باستخدام نظام Blackboard الإلكتروني يعمل على تحسين جودة التعليم الجامعي ويتيح لكل من المتعلم والتدريسي تنمية الجوانب المعرفية والمهارية. كما قدم الباحث جملة من التوصيات والمقترحات. وبناءا على الدراسات السابقة الأجنبية منها والعربية التي ذكرت في الدراسة الحالية، فقد أثبتت هذه الدراسات فعالية نظام Blackboard في تحقيق أهداف الدراسة. \

Education, in the modern era, faces many difficulties in the different social, economical and cultural fields of life. These difficulties include the knowledge and population growth, the development of the education philosophy, the change of the instructor's role, the decreasing in the instructors' number and the development in the technologies and media; all these difficulties prompt specialists to take into account the modern educational technologies in order to solve some of the basic problems that colleges and education face to give all the learners proper chances in education. These developed educational systems are not only found to access to these technologies and their programs, but also to create motive and stimulus environments for education. The Blackboard system is one of the academic and educational systems that occupies an important part in the educational environment. It is a system that offer an opportunity to learners to use internet which is mostly available for the educational purposes and it is a tool used for presenting curriculum (syllabus) in a way that stimulates learners to be organized, to control time and to develop their skills. It encourages both the learner and the instructor, who is responsible for organizing and presenting the curriculum, to communicate at any time and at any place. This system also encourages learners to communicate among each other. All these points work together to develop effective education and the learners' mental capabilities. On the bases of this, the present study investigates Blackboard system and its effect in developing education within a descriptive and analytical survey by describing the system accurately in order to analyze, discuss and make use of it within the background framework, the problem and the procedures of the study. The study is limited to the electronic educational system (Blackboard system). The researcher describes throughout this study the constructional bases of one of the E-learning educational systems (Blackboard system) in improving education. The study aims at the following: 1. Presenting a suggestion to use Blackboard system in improving education in the Iraqi Universities (Salahaddin University as a model). 2. Making a balance in teaching curriculums throughout ( lectures, assessing tools, activities). 3. Scientifically highlightening the mechanisms of the university learners throughout the (critical sense, innovation, creativity, and giving opinions). The researcher has arrived at important conclusions and the most important one of them is that teaching curriculums by using electronic Blackboard system has an important role in improving the university education and it helps the learner and the instructor to develop their skill and knowledge interests. The researcher presents some recommendations and suggestions. On the bases of the previous studies, the foreign and the Arabic ones, which are mentioned in the present study, they proved that Blackboard system is effective in affirming and proving the aims of the study. \
