المستخلص: هدف البحث إلى تناول واقع إدارة الجودة الشاملة في قطاع التعليم العالي الأردني في ظل الأزمة الاقتصادية العالمية ومدى توافر مستلزمات التطبيق السليم والناجح ومن ثم التعرف على المخاطر التي تواجهها إدارة الجامعة نتيجة زيادة الخطر بأنواعه المختلفة و إلى تحليل العلاقة بين إدارة الجودة الشاملة ممثلة بمستلزماتها ومبادئها :دعم إدارة الجامعة ومشاركة كافة العاملين في المنظمة والتحسين والتطوير المستمرين والبرامج التحفيزية و التركيز على الطالب والتعليم والتدريب وتقليل المخاطر في أنشطة المنظمة . ولقد تمحورت مشكلة البحث حول أن هناك قصور واضح في الاهتمام من قبل قطاع التعليم العالي الأردني بإدارة الجودة الشاملة وتطبيقاتها ومستلزماتها من اجل تقليل المخاطر في الجامعات الأردنية . وتألف مجتمع البحث من عشر جامعات حكومية و خاصة ممثلة لقطاع التعليم العالي وهي جامعة اليرموك ومؤتة والحسين بن طلال وال البيت والهاشمية والزرقاء وجدارا وعجلون وجرش وفيلادلفيا. أما عينة الدراسة فتألفت من عمداء الكليات ورؤساء الأقسام والوحدات وممن يمتلكون معلومات عن مهام الجامعة وإجراءاتها العلمية ويمارسون مهام ذات علاقة بالعمل الأكاديمي والإداري ووزعت ( 100 ) مائة الاستبيان على عينة الدراسة، فضلا عن المقابلات الشخصية والزيارات الميدانية للإدارات ومواقع الجامعة فكانت الاستبيانات المستردة ( 90 ) استبانه وبنسبة 90 % وهي كافية لأغراض التحليل والدراسة . كما اعتمد أسلوب ليكرت الخماسي لتحليل الاستبيان. لقد برزت أهمية البحث من خلال التحديات التي يواجهها قطاع التعليم العالي الأردني في الوقت الحاضر في ظل الأزمة الاقتصادية العالمية وبشكل خاص العلمية والتكنولوجية والمتمثلة بضرورة مواجهة مخاطر المنافسة القادمة من الجامعات المماثلة العربية والأجنبية والتي يتطلب أيلاها الاهتمام الكافي حيث تعد إدارة الجودة الشاملة وفي ظل الأزمة الاقتصادية العالمية من المداخل العلمية الحديثة التي تمارسها المنظمات الخدماتية لتقديم مخرجات الجودة المناسبة المطلوبة وفقا لحاجات ورغبات الزبائن وكلما استطاعت المنظمة الساعية إلى الاستمرار والنمو في ظل الأزمة الاقتصادية العالمية و في ظل المنافسة المتزايدة من تلبية وتوفير مستلزمات إدارة الجودة الشاملة المناسبة كلما أدى ذلك إلى مواجهة المخاطر التي قد تجاها بالأسلوب الذي يمكنها من معالجتها وإيجاد السبل الكفيلة لتفاديها مستقبلا عند تكرارها خاصة وان الظروف الاقتصادية التي مر بها الأردن تتطلب المزيد من التحسين والانتباه إلى مصادر المخاطر وإدارا بالأسلوب العلمي المناسب لتجاوزها دون أضرار ناهيك عن الخسائر المادية والمعنوية التي قد تتعرض لها الجامعات جراء هذه المخاطر. وقد توصلت الدراسة إلى عدة استنتاجات وتوصيات مناسبة .

The study aimed to address the reality of total quality management in higher education sector of Jordan in light of the global economic crisis and the availability of supplies the proper application and successful and then identify the risks faced by the university administration as aresult of increased risk in its different forms and to analyze the relationship between total quality management representative Bmstelzmadtha and principles: support the university administration and the participation of all employees in the organization and on going improvement and development and incentive programs and focus on student education and training and reduce risks in the activities of the organization. We have focused on the research problem that there is adistinct lack of interest from the higher education sector Jordanian total quality management and applications، and accessories in order to reduce the risks in the Jordanian universities. Research community and consisted of ten public and private universities representative of the higher education sector and the University of Yarmouk and Muta-Hussein Bin Talal and the House and the Hashemite blue wall،Ajloun، Jerash، and Philadelphia. The study sample was composed of deans and heads of departments، units and who have the information on the functions of the university and the procedures of scientific and exercise the functions of work-related academic، administrative and distributed (100) one hundred questionnaire on a sample of the study،as well as personal interviews and field visits to departments and locations of the university were questionnaires recovered (90)questionnaire and by 90%، which is sufficient for the purposes of analysis and study. It also adopted a method of Likert five-yearanalysis of the questionnaire. Has emerged as the importance of the study through the challenges2013 م faced by the higher education sector of Jordan at the present time in light of the global economic crisis and in particular the scientific،technological and of the need to confront the dangers of competition coming from the universities of similar Arab and foreign، which requires Oallagha adequate attention، where is the total quality management in light of the crisis global economic approaches of modern scientific practiced by the organizations service to provid outputs of the appropriate quality required and according to the needs and desires of customers، and the more able the organization seeking to continue and grow in the light of the global economic crisis and in light of increasing competition to meet and providing the requirements of total quality management appropriate whenever the led to the face risks that may be confronted with the manner in which they can be addressed and to find ways to avoid them Mstqublla when repeated،especially as economic conditions experienced by Jordan that require further improvement and attention to the sources of risk and management of the scientific method appropriate to overcome them without damage to mention the material and moral damage which maybe exposed to universities by these risks. The study found a number of conclusions and appropriate recommendations.
