المستخلص: Education issues are very important for all nations, developing or developed, Education is a human goal related to human needs. It is the key of every nation for future progress, for that education planning is very important at all levels, where it represents the wise way for achieving goals. If education success depends upon technical views represented in different styles and different planning patterns, it also depends upon procedures represented in the administration of planning processes and the so called institutional dimension represented in the planning system. For it is responsible for managing the planning processes and directing businesses and activities via the coordination of achievable purposes, means and following up works in different stages of planning such as execution, evaluation and follow- up. The most striking feature is the fact that the first technical system for educational planning in Egypt was established pursuant to the ministerial decision no. (472) for 1955, then the planning authority was established within the public council of the ministry of Education pursuant to the law of local administration No. (124) for 1960. This authority was headed by an assistant under secretary of state with the application of the due to local administration system in governorates, many planning responsibilities were distributed among public council of ministry of education (central level) and governorates (non central level), the affair which resulted in making every governorate present its offers regarding its educational planning considering its actual needs and private problems, the performance of these tasks, at the levels of governorates, departments and education zones resulted in the importance making these directorates and educational zones
