تعتبر المكتبات الجامعية أحد أهم روافد قطاع المكتبات وأول المكتبات التي تسعى دائماً إلى مواكبة التكنولوجيا، ليس فقط بسبب موقعها الحساس ضمن البيئة الجامعية البحثية، ولكن أيضاً بالنظر إلى طبيعة المجتمع الذي تعمل على خدمته والذي يتشكل في معظمه من هيئة علمية بحثية تضم في نظر المجتمع أرقى المستويات العلمية الأكاديمية من باحثين و أساتذة وحتى طلبة، وبسبب هذا المستوى الذي ينبغي عليها من الناحية النظرية أن تتعامل معه كثيراً ما قد تطمح المكتبة إلى الارتقاء بمستواها حتى توازي المتطلبات المتزايدة للباحثين، والذين كثيراً ما يصطدمون بالمستوى الراقي للخدمة المكتبية الذي تقدمه المكتبات الغربية أثناء زيارتهم لها مقارنة بما تقدمه المكتبات في وطننا العربي من خدمة تصل إلى المتدنية ولا ترقي إلا على المقبول في أحسن الأحوال.
