المستخلص: ان من ابرز أوجه الرعاية للعبة كرة القدم هو تنظيم البطولات للأندية التي تزاولها لخلق روح التنافس بين لاعبي الفرق المشاركة لإبراز أو إظهار قدراتهم البدنية والمهارية والخططية والنفسية والمعرفية في مجال اللعبة كما إن التقدم في أي مجال من مجالات الحياة لا يمكن معرفته إلا من خلال القياس لذلك تعد المقاييس من أهم وسائل التقييم والتشخيص لمواطن الضعف والقوة والصح والخطأ في حالة الموضوع المقاس ومنها تنظيم البطولات. أما أهمية البحث فتتجلى في ضرورة إشعار القائمين والمهتمين بلعبة كرة القدم بأنه لابد من وجود مقياس يعمل على إعطاء قيمه موضوعية رقمية لتقييم تنظيم البطولات التي ينظمها الاتحاد المركزي أو الفرعي من خلال لجنة المسابقات الموجودة في الاتحاد ليكون هذا الرقم دليلا على مدى التطور الحاصل في مجال تنظيم البطولات وبالتالي يعد تقيما لجهود المنظمين وتكمن مشكلة البحث في سؤال المنظمين لبطولة الدوري عن قيمة النجاح الجهد المبذول من قبل المنظمين لهذه البطولة ؟ وعن قيمة النجاح الذي حققته البطولة على مستوى التنظيم ؟ فكثيرا ما تكون الإجابة على هذا التساؤل من خلال التقديرات الذاتية وبالمستويات (جيد، جيد جدا، ....الخ ) ولعدم وجود مقياس لهذه الحالة التنظيمية التي تعطي الرقم الموضوعي لمستوى التنظيم لذا سعى الباحث في حل هذه المشكلة حيث استخدم الباحث المنهج الوصفي وتم تطبيق البحث على لجان تنظيم بطولات الدوري العراقي من خلال استخدام بيانات هذه البطولات للفترة من (١٩٧٢- ٢٠١٠) حيث كانت عينة البحث تمثل بيانات ٣٧ بطولة وتم تحصيل الاسس العلمية للمقياس (الصدق والثبات والموضوعية والقدرة التمييزية ودرجة الصعوبة )وبهذا خلوص البحث بالتوصية التالية بضرورة استخدام هذا المقياس لبيان درجة التقييم لتنظيم أي بطولة لدوري العراقي

Often be the answer to this question through the estimates and self-levels (good, very good, .... etc) and the absence of a measure of the regulatory status, which gives the number of substantive level of organization therefore sought a researcher at the solution to this problem where the researcher used the descriptive method was applied search committees organize leagues of Iraq through the use of data for these tournaments for the period from (1972 - 2010) where the sample data represent 37 Championship was the collection of scientific bases of the scale (validity and reliability, objectivity and discriminatory capacity and degree of difficulty), and this clearance search the following recommendation to use this scale to indicate the degree of organization of any evaluation of the Championship League of Iraq.
