تعالج هذه الورقة إشكالية هامة جدﹰا في حقل العلوم السياسية، وهي ظاهرة التخلف السياسي، نظرﹰا لتفاقم الأزمة ومطالبة العديد من الشعوب للمداولة السلطة والتغيير لا إعادة التدوير؛ هذا ما جعل العديد من البلدان العربية تتبني سياسة التعددية السياسية والانفتاح، ولا سيما في الفترة التي تلت انهيار المعسكر الشرقي، وظهور نموذج القطب الواحد وسياسات المشروطية التي تبنتها المؤسسات الإقتصادية الدولية؛ هذه الاخيرة اتبعت نموذج ديمقراطي كمعيار لتصنيف الدول، مصحوبا بالعطاءات لحث العديد من البلدان في العالم القيام بالإصلاحات السياسية والاقتصادية، لتمكينها من مواجهة أزمة الفساد السياسي التي زادة حدتها أكثر، فالبحث في أصول ظاهرة التخلف السياسي يجعلنا نقدم العديد من التصورات لوضعية الدول العربية من خلال المقاربات الإقليمية أو المعايير الدولية في تفسير الظاهرة.
This paper treats a very important problematic in political sciences field, which is the phenomenon of political underdevelopment, since the aggravation of the crisis has increased the pace of peoples demand for change and authority deliberation not recycling; such what makes many Arab countries to adopt a policy of political pluralism and openness, especially in the post-socialism collapse period, and the emergence of unipolar model imposed through the international institutions; these countries followed a democratic model as criterion for the classification of states. This creasent attention, accompanied by bidding to urge many countries in the world to carry out political and economic reforms, aimed to enable them to face the crisis of corruption more effectively than in the past, to break down the cycle of underdevelopment. So, the relationship between anticorruption and the forms of political and economic reform required to actuate the communities and states to obverse effectively the political underdevelopment phenomenon.
