تزايدت حركة انتقال الأفراد من القرى إلى التجمعات الصناعية بالمدن. ومع التطور السريع بدأت المشاكل البيئية وتأثيراتها الضارة , تنعكس في الآونة الخيرة على تلويث الهواء , المياه , التربة. وكانت وسائط النقل الحديثة بمختلف أشكالها وأنواعها واحدة من تلك الانجازات الكبيرة والتي باتت تمثل عصب الحياة في الوقت الراهن ومعيارا حضاريا يحدد درجة التطور وتباينه بين مختلف دول العالم. و عليه فإن المشاكل البيئية الناتجة عن تزايد استخدام السيارات , وما صاحبها من تكدس مرورى , كان سبباً رئيسيا في تلويث الهواء والضوضاء مما يضر بالصحة العامة للسكان , ويضر كذلك بالبنية التحتية للمدن. كما أن المرور غير المنظم وتزايد حوادث السيارات يحول المدن إلى أماكن غير آمنة وغير مريحة. و صارت المدن تعانى من مشكلات مزمنة في النقل , وأصبحت الحاجة ماسة إلى تحسين وسائل النقل العام كشرط أساسى من شروط الحفاظ على التوازن بين النقل والنمو الحضري والحفاظ على البيئة. و قد تم طرح هذا الموضوع لأول مرة في مؤتمر الأمم المتحدة للمستوطنات البشرية عام 1976 م , الذي دعا إلى قلب الاتجاهات في أنماط النقل في المدن الكبرى لصالح النقل الجماعي وإلى السياسات التي تعزز مثل هذا التوجه في تنمية النقل لتلبية احتياجات غاليبة السكان بشكل أفضل , فيما يتم الحد من اختناق المرور والتدهور البيئي . \
