هدف البحث إلى التعرف على أهمية تطبيق الإدارة الإلكترونية بجامعة صنعاء،ومعرفة المعوقات التي تواجه تطبيقها، وكذا أبرز الآليات التي يمكن التغلب على معوقات تطبيق الإدارة الإلكترونية بجامعة صنعاء، بالإضافة إلى معرفة أثر متغيرات البحث: (النوع ، المؤهل العلمي،العمل الحالي، سنوات الخبرة، عدد الدورات التدريبية)،واستخدم المنهج الوصفي،وتكونت عينة البحث من (161) موظف إداري بجامعة صنعاء، وتكونت أداة البحث من قسمين،شمل القسم الأول المعلومات العامة،وشمل القسم الثاني أسئلة الاستبانة، وقد تم استخدام الأساليب الإحصائية المناسبة منها المتوسطات الحسابية،والانحراف المعياري وتحليل التباين الأحادي واختبار شيفيه. وبينت نتائج البحث أن أفراد عينة البحث يرون أن هناك أهمية لتطبيق الإدارة الإلكترونية بجامعة صنعاء، وأن هناك معوقات لتطبيقها، بالإضافة إلى أنهم يؤكدون على ضرورة وجود آليات يمكن من خلالها التغلب على معوقات تطبيق الإدارة الإلكترونية،كما أظهرت نتائج البحث إلي عدم وجود فروق ذات دلالة إحصائية تعزى لمتغير النوع، ووجود فروق ذات دلالة إحصائية بالنسبة لجميع مجالات الاستبيان تعزى لمتغير المؤهل العلمي،لصالح الحاصلين على درجة الماجستير،كما تبين وجود فروق ذات دلالة إحصائية في المجال الأول (درجة أهمية تطبيق الإدارة الإلكترونية) والثالث (أبرز الآليات التي يمكن التغلب على معوقات تطبيق الإدارة الإلكترونية) والدرجة الكلية للمجالات تعزى لمتغير العمل الحالي،وعدم وجود فروق ذات دلالة إحصائية في المجال الثاني (المعوقات التي تواجه تطبيق الإدارة الإلكترونية)، ولصالح درجة مدير عام،وعدم وجود فروق ذات دلالة إحصائية لسنوات الخبرة،في جميع مجالات الاستبيان، واتضح أيضاً وجود فروق ذات دلالة إحصائية في جميع المجالات والدرجة الكلية للاستبيان، تعزى لمتغير عدد الدورات التدريبية، لصالح (لا توجد دورات).وقدم الباحث عدداً من التوصيات منها ضرورة وجود قاعدة بيانات دقيقة ومتكاملة بالجامعة مع توفير خدمة الإنترنت وإشراك كافة مرافق الجامعة بمركزها الرئيسي.
The research aims to identify the importance of applying the electronic management at Sana'a University, and to know pain Auqat facing application, as well as a featured mechanisms that can overcome the application of the electronic management at Sana'a University, in addition to know of the impact research variables (gender, qualification, current work, years of experience, the number of courses), and use the descriptive approach, and sample consisted of (161) administrative Officer at Sana'a University, and consisted search tool of two parts, including the first section of public information, and included section II questions questionnaire, has been using appropriate statistical techniques including arithmetic means, and the standard deviation and variance analysis and Shefee test. The results of the research that members of the research sample believe that there importance for the application of electronic management at Sana'a University, and that there are obstacles to its application, in addition to that they stress the need for mechanisms by which to overcome. The constraints of the application electronic management, as results showed that there was no significant differences statistical attributed to the variable type, and the presence of statistically significant differences for all areas of the questionnaire due to the variable qualification, for the benefit of obtaining a master's degree, also show a statistically significant differences in the first area (degree of the importance of applying electronic management) and third (prominent mechanisms that can be overcome constraints of the application e-governance) and the total score of the areas due to the variable current work, and there is no statistically significant differences in the second area (obstacles facing implementation of electronic management), and for the degree of general manager, and there is no statistically significant differences for years of experience, in all areas of the questionnaire, it was also found there were statistically significant differences in all areas and the total score of the questionnaire, due to the variable number of training courses for the benefit of (there are no courses). Researcher made a number of recommendations, including the need for an accurate database and integrated university with internet service provider and the involvement of all university facilities main center.
