المستخلص: استهدف البحث تقديم دراسة تحليلية للسياسات والاستراتيجيات المصرية لتكنولوجيا المعلومات والاتصالات. واستخدم البحث المنهج الوصفي التحليلي للتعرف على مجموعة البحث وخصائصه والمنهج التاريخي للبحث عن إرهاصات وبدايات وضع وتنفيذ السياسات والاستراتيجيات في تكنولوجيا المعلومات والاتصالات على مستوى العالم ومصر. وتكونت مجموعة البحث من تغطية السياسات والاستراتيجيات في مصر منذ بداية ظهور أول خطة قومية في تكنولوجيا المعلومات والاتصالات في عام 1999 وحتى أخر استراتيجية 2012. واعتمد البحث على قائمة المراجعة وأسلوب تحليل سوت. وخرج البحث بعدة نتائج من أهمها تتسم عملية وضع سياسات واستراتيجيات تكنولوجيا المعلومات والاتصالات بالعديد من الصعوبات والعقبات عند وضعها وتنفيذها. كما تبين أن القائمين بوضع سياسات واستراتيجيات تكنولوجيا المعلومات والاتصالات لا يهتموا بتضمين أي دراسات عن الواقع الفعلي للدولة وقطاع تكنولوجيا المعلومات والاتصالات والتي تكون مزودة بالتحليلات والحلول للمشكلات والتحديات. وتحديد الفرص المتاحة ومقترحات لاتخاذ التدابير المناسبة. كما لخص البحث إلى مجموعة من التوصيات من أهمها ضرورة مواصلة تحرير قطاع الاتصالات في مصر. وتطوير الأنظمة واللوائح في قطاع تكنولوجيا المعلومات والاتصالات. والعمل على معالجة السياسات والاستراتيجيات لمختلف القضايا السياسية والاجتماعية والاقتصادية والثقافية بما يتلاءم كلية مع الخطط والأهداف الإنمائية الوطنية. حتى يستطيع قطاع تكنولوجيا المعلومات والاتصالات أن يتوائم مع كافة المتغيرات. وكذلك معالجة كل ما يتعلق بالمسائل الإقليمية والعالمية. كُتب هذا المستخلص من قِبل دار المنظومة 2018

The research aimed at identify an analytical study of Egyptian policies and strategies of Information and Communication Technology (ICT). The research used the analytical descriptive approach to identify the research group, the research's characteristics and the historical approach to research for the origins and beginnings of the development and implementation of ICT policies and strategies in the world and Egypt. The research group consisted of policies and strategies in Egypt since the beginning of the first national ICT plan in 1999 until the last strategy of 2012. The research was based on the review list and the method of analyzing the Strengthens, Weakness, Opportunities and Threats (SWOT). The research came out with several results, including that the process of developing the policies and strategies of ICT is characterized by a lot of difficulties and obstacles to the development and implementation of ICT policies and strategies. The research also mentioned that the responsible people for developing ICT policy and strategy don't pay attention to including any actual reality of the state and the ICT sector studies which is provided with analyses and solutions to problems and challenges. It also turned to identifying available opportunities and proposals for appropriate action. The research also summarized a number of recommendations, for example, the necessity of the liberalization of the telecommunications sector in Egypt, the need to develop regulations and systems in the ICT sector. It also recommended addressing policies and strategies for various political, social, economic and cultural issues in a way that is consistent with national development plans and objectives so that the ICT sector can adapt to all variables as well as addressing all issues that are related to regional and global matters.This abstract translated by Dar AlMandumah Inc. 2018
