معوقات التنمية الريفية و أثرها في ضعف مشاركة المجتمع المحلي : دراسة تطبيقية على منطقة ضرية بالقصيم

المستخلص: هذه الدراسة تأخذ أهميتها من كونها تعني بالبحث عن معوقات التنمية التي قد تكون وراء ضعف المجتمع المحلي وعدم لعبه دورًا فعالاً مفترضًا بتنمية منطقته. فمجتمع هذه الدراسة يعيش فترة انتقالية من البداوة نحو التحضر في بيئة ريفية، ذات مستقبل واعد في ظل توجهات وخطط الدولة في التنمية. وتتمحور مشكلة الدراسة في كون (ضربة) تواجه صعوبات عدة، أخرت تنميتها على الرغم من توافر الإمكانات التي يمكن أن تساعدها في لعب دور فاعل في التنمية المحلية لو استطاع أهلها استثمارها. وتهدف الدراسة إلى الوصول إلى معرفة معوقات التنمية في ضرية، وأثرها في ضعف دور الأهالي في المشاركة في التنمية، والبحث عن أفضل السبل لتنمية المنطقة عن طريق إشراك المجتمع المحلي في التنمية؛ لأن وضع أية خطة وتنفيذها ينبغي أن يبدأ وينتهي بالمعنيين بالتنمية ومن تستهدفهم، وفي سبيل تحقيق هذه الأهداف تم اختيار المنهج الوصفي لمناسبته لهذه الدراسة، حيث تم استخدامه في وصف البيانات وتفسيرها، وتم الخروج بمجموعة من النتائج كان من بينها: أن من أبرز معوقات التنمية التي ساهمت في ضعف دور الأهالي: شح المياه لوقوع المنطقة ضمن الدرع العربي، كما أن موضع ضرية البعيد عن المراكز الحضرية –مع ضعف شبكة الطرق- ساهم في صعوبة الاتصال بمراكز الخدمات والإدارة. يضاف إلى ذلك أن محدودية الصلاحيات، ونقص البيانات كان له دور في ضعف تخطيط برامج التنمية، ما نتج عنه تأخر تنفيذها. ومما ساهم أيضًا في ضعف دور السكان في التنمية ارتفاع نسبة الأمية بين الآباء والأمهات، وتدني مستوى الدخل ما نتج عنه هجرة مجموعة من المؤهلين علميًا إلى المراكز الحضرية فساعد ذلك علي ضعف في المؤسسات الاجتماعية، وتعطل في معظم المشاريع الاستثمارية. هذا وقد خرجت الدراسة بمجموعة من التوصيات يمكن أن تساهم في التغلب على المعوقات، وتفعيل دور الأهالي في اتخاذ القرار والنهوض بتنمية المجتمع المحلي.

The importance of this study lies in the development of economic and social aspects for a community lives a transitional period from Bedouins’ life into Urbanization at a promising rural environment and according to the state developmental directions and plans. The problem of the study exists in the community of (Dharia in Saudi Arabia) suffering from deficiency of a lot of affairs that stand in the way of the development instead of existing of most facilities which may help in playing an important role in the local welfare, if it were benefitted. The study aims to determine obstacles of the development in Dharia and its impact that helps to cripple inhabitants’ role to participate in the development. The study also aims to know the region facilities and to seek for the best ways to activate the role of local community to participate in the region development, and that is because of laying any plan and implement it need to commence and finish with who concerned with the development. So, the researcher has used the descriptive approach in this study to describe and analyze data. Some results have been concluded; e.g. One of the most developmental obstacles which contribute to cripple the role of inhabitants is the shortage of water for the region located within the Arabian Shield, in addition to the site of Dharia lies away from urban places, as well as lack of roads networks contributing on communication difficulty with administrative and services centers, as well as the rareness of authorities and data have an important role at the weakening of developmental programs planes which causing delaying of implantation and increasing of illiteracy for both fathers and mothers. Moreover the immigration of the qualified to urban places leads to a distinguished weakening of the social foundations and suspension of the investment projects. Many recommendations have been come out from this study; e.g. The study also contains many recommendations may lead and contribute to the activation of the inhabitant’s role to adopt resolutions and promotion for local community development.
