الحزب السياسي: مجموعة من المواطنين يؤمنون بأهداف سياسية وفكرية مشتركة وينظمون أنفسهم بغية تحقيق أهدافهم وبرامجهم بالسبل التي يرونها محققة لهذه الأهداف بما فيها الوصول إلى السلطة في المجتمع الذي يعيشون فيه. والتعددية السياسية: تعدد الجماعات والقوى السياسية المتنافسة، في سبيل الفوز بسلطة الحكم في الدولة، بما يضمن تداول السلطة وانتقالها من جماعة سياسية إلى أخرى بطريقة سلمية، فضلا عن الاعتراف بحد أدنى من الحقوق والحريات الأساسية، التي لا يجوز المساس بها في حالة الأخذ بمبدأ التداول السلمي للسلطة، وبخاصة حقوق الأقليات السياسية أو المعارضة. وبذلك تصبح الديمقراطية طبقا للتعددية السياسية، حكم الأغلبية مع المحافظة على حقوق الأقلية. وما يبدو لي هو رجحان القول بجواز تعددية الأحزاب السياسية في إطار الأصول الشرعية، لأن الاجتماع على الخير والتعاون على البر من الأمور المشروعة، فإذا أضيف إلى ذلك إسباغ المشروعية عليه من أولي الأمر، واستيعابه ضمن المنظومة السياسية القائمة، فقد تأكدت مشروعيته وانتفت عنه كل شبهة. والذي يظهر لي هو رجحان القول بأنه يحرم على المسلمين تكوين أحزاب سياسية تناهض أحكام الشريعة، أو المشاركة في تكوينها بغير عذر شرعي. وجواز التعددية الحزبية إذا كانت ملتزمة بالإطار الإسلامي، ومنع تلك التعددية إذا اشتملت على أحزاب شيوعية أو علمانية معادية للإسلام؛ لأهمية التعددية الحزبية في منع التسلط والاستبداد مع عدم تمكين المعادين للإسلام منه
