Research centres are the most importatnt institutions of civil society with regard to their role in thinking and policy formulation. Research and study centers are now playing apioneer role in world leadership, and are becoming productive instrument for numerous detective strategic schemes. Research centres in the Sudan during the nineties and proliferated simultaneously with the call to empower and consolidate civil society. Most of these centers are directly or indirectly connected with the government but the phenomenon was not only Sudanese because it spread all over the Nile Basin countries with varying degrees. Inspite of the many obstacles hindering the role of research centers, they are capable of playing substantial role in consolidating integration values between the Nile Basin countries, especially with regard to mutual work and cooperation. More over, they provide the ability to deal with matters of mutual concern in an objective, scientific and serious way. They are also characterized by a high- ranking ability to coordinate easily in dealing with international issues attesting stability and development in the region.
