يهدف هذا البحث إلى بيان مدى تأثير مطلب الحرية على تطابق التنمية الشاملة في أي مجتمع تنفذان فيه ; حيث إن قدرا من التفاوت وعدم المواءمة في تطابق التنمية مع مطلب الحرية يعزى إلى نمطية الفهم الفكري والأداتي وطبيعتهما، فضلا عن التنفيذ غير المتوازي ، ومن ثم هناك مدى كبير من عدم نجاح المواءمة بين (مطلب الحرية وتطابق التنمية ); الأمر الذي يتطلب (إحداث مواءمة ناجحة بينهما. تناول البحث وصفا لمفردات الحرية والتنمية وهدفيهما وصيرورتهما التاريخية وواقع الحرية وأثره في تطابق التنمية الشاملة ، وحددت الفروض بما يتوافق مع أهداف البحث . خلص البحث إلى أن الحرية مصطلح قيمي وليس مصطلحا معياريا أو ماديا. وأن الحرية تهدف إلى تنظيم مجموعة علاقات بينية داخل أي مجتمع ، وهي تعبير عن شكل معين من أشكال بناء عناصر المجتمع وتطويره بشكل متساو. كما أن الحرية – بمعناها الشامل - لا تستقيم كصيرورة مجتمعية إلا من خلال نظام سياسي قائم على العدالة والمساواة والتعددية والمؤسسية والقانون ، وتعمل بشكل آلى (ميكانيكي)عبر قانون ومؤسسية ونظام واضح للجميع . بمعنى أن الحرية والتنمية يقتضيان حكما راشد! ولايبرزان إلا في إطار حكم ديمقراطي يحترم الإنسان . واستنتج البحث أن التنمية حق كما هي الحرية ، وأن التنمية هي تفعيل حقيقي وواقعي للحرية بمعناها الشامل ، وأن هدفهما هو الإنسان والنهوض بهحضاريا كقيمة عليا. \
This study aims at examining the compatibility between the demand for freedom in a given society and the corresponding comprehensive development. Certain discrepancies and incompatibil¬ities between the two have been ascribed to the stereotyping of notions associated with each of them, as well as to their conceptual and performative nature, let alone the fact that their implementation does not necessarily run in parallel and synchronic ways. The ensuing result has been noted to be that of a high degree of failure in achieving a sense of accord between the demands for freedom and a correspond¬ing development. What arises as a pressing necessity is the need to create some successful ties between the two. The study offers descriptive definitions of the concepts of freedom and development: their objectives, their histories, the reality of freedom and its role in enhancing a comprehensive development. It further identifies all relevant hypotheses which serve the aims of the research. The suty concludes that freedom' is a value term, not a standard or term of material significance. It further maintaines that ’freedom’ aims at organizing a set of inter-connected relations within any society, and that it is an expression equality. It further reiterates that freedom in its broader and more comprehensive meaning cannot be implemented into a societal reality unless it institutionalization, and law which are clear and known to everybody. In other words, freedom and development necessitate food governance and manifest themselves within a democratic context that respects humanity and human rights. The study further concludes that development is an inalienable right, the same as freedom, and that it is a true and tangible enactment of freedom; their mutual objective is Man and the need to eaise him to the highest levels of culture and civilization, which is the noblest of all values. \
