هدفت الدراسة إلى بيان أوضاع إدارة الحكم وأثرها في التنمية في اليمن. وتناولت الدراسة مناقشة مفهوم إدارة الحكم وعلاقته بالتنمية من حيث اختيار الحكومة ومراقبتها وقدرة الحكومة على صوغ سياسات سليمة وتنفيذها واحترام المؤسسات. وأشارت الدراسة إلى تطورات إدارة الحكم في اليمن وانعكاساتها على عملية التنمية للفترة 1995-2011. وأظهرت الدراسة بيان وضع اليمن في مؤشرات إدارة الحكم للفترة 1996-2011. وأسفرت نتائج الدراسة إلى الكشف عن التطورات المتصلة بإصلاح إدارة الحكم خلال الفترة 1995-2010 وتحليل وضع اليمن في مؤشرات إدارة الحكم، الانعكاسات القوية والمباشرة والمتنوعة للتدهور المستمر لمنظومة إدارة الحكم بمختلف أبعادها ومكوناتها في إعاقة التنمية في مختلف الميادين الاقتصادية والاجتماعية والسياسية. وتوصلت الدراسة إلى عدم جدوى أي إصلاحات لمنظومة إدارة الحكم لأسباب تتعلق بانعدام الاستجابة من قبل أفراد المجتمع ومكوناته المختلفة.
وأوصت الدراسة بضرورة انتهاز الفرصة التاريخية المتمثلة بوضع الدستور اليمنى الجديد وفقا لمخرجات الحوار الوطنى الشامل، لإعادة تأسيس شاملة للبنى والأطر المؤسسية والتنظيمية والإدارية والتشريعية لدولة مدنية ديمقراطية حديثة، تقوم إدارة الحكم فيها على الشفافية والمشاركة، وتجنب الوقوع في مأزق الحلول الناقصة فيما يتصل بإصلاح إدارة الحكم في اليمن. فيجب إعادة هيكلة منظومة إدارة الحكم، وعدم التغافل عن الأرضيات القيمية والثقافية اللازم تأمينها لنجاح بناء منظومة حكم جيد، الأمر الذي يتطلب بذل جهود ممنهجة ومبرمجة لمدى زمني طويل لإعادة الاعتبار للمنظومة الأخلاقية والقيمية والثقافية المتأصلة في العقل والوجدان لليمنيين.كُتب هذا المستخلص من قِبل دار المنظومة 2018


The study aimed to clarify the situation of governance and its impact on development in Yemen. It discussed its concept in terms of government selection and control and the ability of the government to formulate sound policies, implement them and respect institutions. The study referred to the developments in governance in Yemen and its reflections for the development process for the period 1995-2011. The study showed the situation of Yemen in the indicators of governance for the period 1996-2011. The results of the study revealed developments related to governance reform during the period 1995-2010 and an analysis of Yemen's situation in governance indicators, the strong, direct and diverse implications of the continued deterioration of the governance system in its various dimensions and components in hindering development in various economic, social and political fields. The study reached that there are no reforms to the governance system for reasons of non-response by individuals of the community and its various components.
The study recommended that the historic opportunity of the new Yemeni constitution- making is in accordance with the outcome of the comprehensive national dialogue be taken to re-establish the institutional, organizational, administrative and legislative structures and frameworks of a modern democratic civilian state, in which the governance based on transparent and participatory and the avoidance of the dilemma of missing solutions in relation to the reform of governance in Yemen. It is necessary to restructure the governance system, and not to overlook the value and cultural floors necessary to ensure it, for the success of establishing a good governance system, which requires systematic and programmed efforts for a long time to rehabilitate the moral system and the value and cultural inherent in the reason and conscience of the Yemenis..This abstract translated by Dar AlMandumah Inc. 2018
