سعت الدراسة الحالية لتحقيق الأهداف التالية: التعرف على معوقات النشر الالكتروني فى جامعة سوهاج من وجهة نظر أعضاء هيئة التدريس، والتعرف على أسباب عدم الاستفادة من مصادر المعلومات الالكترونية من وجهة نظر أعضاء هيئة التدريس فى جامعة سوهاج، ولتحقيق أهداف الدراسة فقد أنتهج الباحث المنهج الوصفي في وصف الظاهرة محل الدراسة. وقد أظهرت نتائج الدراسة أن من أهم معوقات النشر العربي عدم اعتراف لجان الترقيات بالأبحاث المنشورة على الانترنت وضعف مستوى بعض الشركات العاملة في مجال النشر الالكتروني ولا توجد قوانين تحمي حقوق الملكية الفكرية للباحثين عند رغبتهم في نشر أبحاثهم من خلال المكتبات الإلكترونية مما يسهل من اقتباسها دون ذكر المرجع أما عن الأسباب في عدم الاستفادة من المكتبات الالكترونية فقد أظهرت النتائج أن تعرض بعض المكتبات الإلكترونية إلى تغيير عناوينها نتيجة لتعرضها لمشكلات تقنية خاصة الفيروسات ومعاناة أعضاء هيئة التدريس من انشغال الإنترنت في أوقات مختلفة من اليوم وان بعض المكتبات تطلب اشتراكاً شهرياً على الرغم من محدودية حاجتي لمعلوماتها.
The current study sought to achieve the following objectives: • Identify constraints on electronic publishing at the University of Sohag, from the viewpoint of faculty members • identify the causes of lack of access to electronic information sources from the viewpoint of faculty at the University of Sohag • define the concept of electronic publishing and the most important characteristics and advantages • define the concept of intellectual property for electronic publication in the legal and legitimate • identify the reality of Arabic e-content • try to identify the most significant challenges cultural, social and economic problems of electronic publishing • Try to develop a set of recommendations that will overcome the obstacles to electronic publishing, the Arab To achieve the objectives of the study has followed a researcher descriptive approach to describe the phenomenon under study The results have show that the main obstacles to the Arab publishing non-recognition of promotions committees research published on the Internet and the low level of some companies operating in the field of electronic publishing, there are no laws protecting intellectual property rights of researchers when they want to disseminate their research through electronic libraries making it easy to quote without mentioning The reference about the reasons not to take advantage of e-libraries, the results showed that the exposure of some electronic libraries to change their titles as a result of exposure to particular viruses, technical problems and suffer from the preoccupation of the Internet at different times of the day and some of the libraries involved requests per month, although limited to the information I need. Thus, it was recommended that a researcher at the end of the study a number of recommendations the most important Qualitative encourage authorship of books to be correlated with the important issues of the Arab society and the challenges of the times and to provide material and moral incentives for the most important books published each year and published electronically. Ways should be found in the committees of promotions for the recognition of research published on the web Publishers to raise awareness of the importance of electronic publishing
