المستخلص: تعتبر المدن التراثية التعبير الواضع عن الانتماء الحضاري لأي شعب من الشعوب وعن الثقافة السائدة لدى كل شعب، لما تبرزه هاته المدن من الأنماط العمرانية التي تميز هوية المجتمعات الإنسانية؛ وتعاني المدن التراثية في الجزائر - ككل الدول العربية - من التهميش وعدم الاهتمام بالرغم من أنها ساهمت بقدر كبير في الحفاظ على الهوية الوطنية وانتماء المجتمع الجزائري لدائرة الحضارة العربية الإسلامية ومنعه من الذوبان في الهوية الاستعمارية، والأكيد أن هاته المدن تعكس للملاحظ درجة التمدن التي بلغها المجتمع الجزائري في فترة زمنية ماضية، ولذلك فالحفاظ على هاته المدن وتطويرها ضرورة حضارية لتنمية الوعي الاجتماعي والشعور الوجداني للافتخار بالتاريخ والارتباط الوثيق بالهوية الوطنية، لكن الإشكالية المرتبطة بمعوقات تطور المدن التراثية هو عملية التغير الثقافي التي مست كل جوانب المجتمع الجزائري بما فيها مكانة التراث الحضري في المنظومة الثقافية الجزائرية، إذ لم يعد اليوم في المخيال الاجتماعي للمجتمع الجزائري أية أهمية للنمط العمراني أو المدن التراثية، لأن هاته المدن في تصوراتهم هي مخلفات الماضي ويمكن أن تكون تعبيرا عن حقبة زمنية ماضية وعن درجة تحضر معينة، لكنها اليوم ينبغي أن تكون تراث له قيمة تاريخية فقط لا يمكن تطويرها لأنها لا تستطيع أن تستوعب التطورات الحضارية الحاصلة اليوم ولم تصمم في الأصل لتساير هذا التطور، وهذه التصورات الجديدة كرست قيم ثقافية اتجاه التراث الحضري بصفة عامة، إذ فقدت المدن التراثية بتأثيرها مكانتها التي كانت تحتلها في وجدان الفرد الجزائري، الذي كان يرى أنها تعبر عن كيان المجتمع وروح الأمة وانتمائها الحضاري، وقد تداخلت أسباب متعددة ساعدت في التغير الثقافي منها تأثير العولمة والحداثة التي أعادت صياغة مفاهيم جديدة في المجتمع الجزائري؛ وحتى نتمكن من الحفاظ على المدن التراثية وتطويرها ينبي أن نعيد التفكير فيها بتحديد برامج تنموية تكون للمدن التراثية مساهمة فعالة في عملية التنمية الاجتماعية–الاقتصادية لأن هاته الأدوار هي فقط التي تعيد بلورة ثقافة جديدة تجعل للمدن التراثية مكانة هامة في المجتمع الجزائري.

Cultural change and the problematic of heritage cities development in Algeria: socio-cultural approach. Heritage cities are considered as the clear expression of any people about his affiliation to civilization, and an expression of his kinds showing the identity of that human societies; heritage cities in Algeria, suffers, as all arab countries, from marginalization and nonchalance, although it participated largely in preserving the national identity in linking the Algerian society to the area of Islamic and arab civilization, and in preventing it from solubility in the colonial identity. It’s sure that these cities reflect to the observer the degree of civil reached by the Algerian society during its past period. Therefore, preserving these cities and developing them is a civilizational necessity, in order to develop the social consciousness with the emotional feeling of pride about history and binding the link with national identity. But, the problematic of the obstacles encoutring the development of the heritage cities are the process of cultural change that touched all sides of the Algerian society, including the urban heritage position in the Algerian cultural system, because it does not exit nowadays, in the social imaginary of the Algerian society, any importance given to the urban style or to heritage cities; they consider that these cities are relics of the past, and about a certain degree of civility, but today they should be a heritage with a historical value only. Many causes interfered and helped in the cultural change, including modernity and globalization effect, which remodeled concept in the Algerian society; so to be able to preserve the heritage cities and develop them, we should rethink about them, by précising development programs so as the heritage cities can participate actively in the economic and social development process.

Le changement culturel et la problématique de développement des villes anciennes en Algérie : approche socio-culturelle Les villes anciennes sont une expression des origines civilisationelle de tous les peuples, et de leur culture, en effet ces villes exhibent des styles architecturaux qui caractérisent l’identité des sociétés. A l’instar de tout les pays arabes, les villes anciennes en Algérie souffrent de marginalisation et de manque d'intérêt, malgré leur forte contribution à preserver l’identité nationale, confirmée par l’appartenance du peuple Algérien à la civilization arabo-musulmane, et l’empêcher de se fusionner dans l’identité coloniale. Il est certain que ces villes reflètent le degré d’urbanisation acquis par le peuple Algérien dans le passé, par conséquent développer et les sauvegarder ces villes devient une nécessité pour promouvoir la conscience de la société et la mémoire collective du peuple. L’ensemble des entraves qui empêchent le développement des villes anciennes est une problématique en soit, il réside dans le changement culturel qui a touché toutes les couches de la société Algérienne, surtout s’agissant de la position du patrimoine culturel dans le système culturel Algérien. Aujourd’hui la société Algérienne crois que les villes anciennes sont les « traces du passé et qu’elles expriment une époque culturelle carrément dépassé » de ce fait cette même société ne porte aucun intérêt aux villes anciennes ni à leur style architectural. Il existe un chevauchement de plusieurs causes qui ont contribué au changement culturel notamment l’influence de la mondialisation et le progrès qui dicte des concepts nouveau à la société Algérienne, cette dernière doit apprehender une culture nouvelle qui aura pour but de revaloriser, sauvegarder et développer notre patrimoine culturel urbain, Il est nécessaire de réviser nos réflexions sur les programme afin que les villes anciennes aurontun rôle effectif pour le développement social et économique.
