|a الفساد مشكلة عالمية تشكل تهديداً خطيراً على تطور الدولة ومواطنيه إذ تعتبر ظاهره الفساد الإداري والمالي من الظواهر الخطيرة التي تواجه البلدان وعلى الأخص الدول النامية بعدما أخذت هذه الظاهرة تنخر في جسم مجتمعاتها بداية بالأمن وما يتبعه من شلل في عملية البناء والتنمية الاقتصادية والتي تنطوي على تدمير الاقتصاد والقدرة المالية والإدارية وبالتالي عجز الدولة على مواجهة تحديات أعمار أو إعادة أعمار وبناء البني التحتية اللازمة لنموها. لهذا السبب نجد أن المشكلة (الفساد Corruption) لاقت اهتمام الكثير من الباحثين والمهتمين واتفقت الآراء على ضرورة وضع وتأسيس إطار عمل مؤسسي الغرض منه تطويق المشكلة وعلاجها من خلال خطوات جديه ومحدده ومكافحة الفساد بكل صوره ومظاهره وفي كافة مجالات الحياة لتعجيل عملية التنمية الاقتصادية كما كان للدين الإسلامي دور كبير في محاربة الفساد بكامل صورة تأكيداً على ذلك الآيات القرآنية التي نهت على الفساد والتي سنتناول بالبحث عدداً منها إذ وضع الدين الإسلامي من خلال هذه الآيات معالجة فعلية لظاهرة الفساد وما تسببه من دمار في الأرض.
