تشغل قضية الأمن اهتمام كافة الدول والأفراد بعدما أصبحت آليات تهديد الأمن الوطني مختلفة ومتنوعة، وهي تهديدات موجهة في معظمها إلى النظم الاجتماعية والاقتصادية والسياسية والثقافية والغرض منها إحداث خلل واضطراب في عناصر قوة الدولة الواحدة. والإنسان بغريزته يتحرك للدفاع عن نفسه إذ يسعى لنيل حقوقه وتحسين أحواله وتأمين مستقبله في سبيل تحقيق الاستقرار والعيش بسلام وسعادة وطمأنينة. ويعد الأمن الوطني من أهم الحاجات الأساسية لأي دولة ويشغل فكر وعقل القيادات السياسية والفكرية في الكثير من الدول، فيما تعد التنمية ركيزة أساسية لأنها توفر الأمن للمواطن وللمجتمع وللدولة، إذ أن وجود النمو الاقتصادي والنظام التعليمي المتميز سيتيح للدولة القدرة في مواجهة أي أخطار داخلية كانت أم خارجية. وتكمن إشكالية البحث في قلة الاهتمام بدور المواطن في الدراسات التي تتعلق بموضوعة السياسة، لاسيما وإن المواطن هو محور العملية السياسية برمتها، في الوقت الذي يعيش المجتمع حالة من العنف تدور رحاها بين مختلف فئات الشعب وفي ظل ظروف التردي الأمني والعنف والتعصب الطائفي والأوضاع الاقتصادية الصعبة. وتنطلق فرضية البحث من بديهية مفادها أن المواطن هو محور الاستقرار والأمن الوطني، وذلك عندما تتوفر للمواطن كل مرتكزات المواطنة التي تختصر في مفردتين: الأمان من الجوع والخوف، وذلك من خلال التعليم والرعاية الصحية والعدالة الاجتماعية ومحاربة الفقر وضمان حقوق الإنسان.
