تمر منطقة الشرق الأوسط بمرحلة خطيرة من إعادة تشكيل النظم السياسية والبيئة الإستراتيجية، والتي من المفترض إن تؤسس لإعادة تكوين الدولة بشكل عام. ولا شك أن تأخذ محاولة وضع احتمالات مستقبل أوضاع الشرق الأوسط في الاعتبار بعض الحقائق الهامة ولعل أبرزها، الأزمات والمشكلات والتحديات كانتشار أسلحة الدمار الشامل, وغياب الديموقراطية وتنامي دور جماعات الإسلام السياسي, وازدياد ظاهرة العنف, بالإضافة إشكاليات جذرية في الهياكل الاقتصادية, والعديد من المشكلات الداخلية كالاضطرابات الاجتماعية, وصعود المد الطائفي, والتي بمجملها تمثل تهديدا حقيقيا لتماسك مجتمعات دول المنطقة. وبالاستناد إلى ذلك فأن تحولات مهمة قد طرأت على البيئة الإستراتيجية لمنطقة الشرق الأوسط, أدت إلى حدوث تغييرات فيما يتعلق بالعلاقات والتوازنات وبمستويات واتجاهات الصراع. أن الحديث عن مستقبل الشرق الأوسط على وفق احتمالات ومعطيات كل مرحلة وامتداداتها المستقبلية يرتبط بشكل وثيق بطبيعة توجهات الإستراتيجية الأمريكية، لأنها تعد عاملا مهما ومؤثرا في تحديد الصيغة التي سيكون عليها الشرق الأوسط. وعلى هذا الأساس تصوغ الولايات المتحدة سياستها تجاه المنطقة بالاستناد إلى استجابتها لأدراك أنماط التطور في العلاقات الإقليمية وتغيير بيئة الصراع، وطبيعة التحالفات. ومن هذا المنطلق, تسعى السياسة الأمريكية إلى إعادة ترتيب أولوياتها تجاه المنطقة من خلال رسم السياق الاستراتيجي بطريقة تؤثر في حسابات جميع اللاعبين المنخرطين في تفاعلات المنطقة. وفى ظل حالة الاضطراب وعدم الاستقرار التي تهيمن على المنطقة, تعمل الولايات المتحدة على اعتماد سياسة بناءة لإعادة التوازن وتوزيع الأدوار وممارسة التأثير وإدارة محاور الصراع في الشرق الأوسط, وهذا ما يمثل أهدافا مرحلية تنسجم مع الرؤية الإستراتيجية الأمريكية للمنطقة, وهذا ما سيدور عنه الحديث في هذه الدراسة.
The Middle East is going through a serious of reshaping the political systems, and which is supposed to pave the way for reconfiguring the state in general. Trying to put the prospects for the future of the Middle East must take into account some important facts, most notably the crises and problems and challenges such as the spread of weapons of mass destruction, and the absence of democracy, and the emergence of an important role for political Islam groups, and the increasing political violence, economic stagnation, and many of internal problems that pose a threat directly to the cohesion of communities, countries in the region. Based on that, the important changes have occurred in the strategic environment in the Middle East, led to changes regarding the relation and balances and the levels and trends of the conflict. Talking about the future of the Middle East is closely linked to the nature of the U.S strategic, because it is an important focus and influential in determining the formula that will have the Middle East, so the United States put the tactical changes in this strategy in response to grasp the patterns of evolution in international relations, conflict or change the environment, or the nature of the alliances that underpin it. So the United States should reconsider its priorities towards the Middle East, political, and redraw the strategic context in a way that affects the accounts of all the players involved in the interactions of the Middle East And the U.S is trying to pursue a policy of constructive re-balance in the Middle East, based on the fundamental constituents and serves as interim targets are consistent with the American strategic vision.
