In this paper we will approach the problem of human development in the Arab World from perspectives that differ from what other institutions are accustomed to consider in their approaches. Development is a typical economic process or a socioeconomic process that directly relates to the field technology and industrial tools. In other words, development is instrumental that is subjected to the principles of loss and profit than to other rules. This obliged us to view the process of development from an intellectual perspective which tries to consider the human existence within the field of mankind. This indicates that we must make distinctions which means that we have to distinguish between two terms: The development of mankind; and The humanitarian development where the concept of humanitarian developments is: “a process of extending the alternatives of mankind, as the logic of extending the alternatives provides the absolute priority for the freedom of choice among various alternatives. This means that the freedom is considered as the main basis for this process, i.e., the process of humanitarian development”. The united nations has attributed the problems that confront (according to the Arabic humanitarian development 2002) the process of the humanitarian development in the Arab World to three essential shortcomings: the shortage in acquiring knowledge and in freedom and the righteous rule and the entrusting of women. The researcher will focus in this subsidiary paper on those shortcomings as a motivation for dialogue and to try to find prompt solutions through objective analysis and through perfect self-criticism that aims at realising freedom, and maintaining human dignity.
