تحتل المكتبة الجماعية موقعاً متميزاً في الجامعة لأنها تساهم في تحقيق أهدافها في التدريس والبحث العلمي، وتعتبر من أهم المقومات الأساسية في تقييم الجامعات العصرية، وتعد لإجراءات الفنية أساس العمل بالمكتبة الجامعية لذلك تطرقت الدراسة لهذا الموضوع من خلال التعريف بمفهوم الإجراءات الفنية بمكتبة جامعة الخرطوم الرئيسية وفرعياتها والمتمثلة في الفهرسة بشقيها الوصفي والموضوعي بالإضافة إلى التصنيف وتحليل المحتوى بشقيه التكشيف والاستخلاص، ثم مفهوم المكتبة الجامعية وأنواعها. هدفت الدراسة إلى التعرف بالإجراءات الفنية وبيان المشكلات التي تواجه الإجراءات الفنية بالمكتبة الرئيسية بجامعة الخرطوم وفرعياتها وإيجاد الحلول العلمية لهذه المشكلات، ولتحقيق هذا الهدف كان لابد من إتباع المنهج الوصفي بشقيه دراسة الحالة التحليل وذلك بالاعتماد على عدد من الأدوات وتتمثل في: الملاحظة المقننة ومقابلة رؤساء أقسام الفهارس، والقائمين على أمر الإجراءات الفنية، بالإضافة إلى الإستبانة التي عممت على إحدى عشر مكتبة بما فيها المكتبة الرئيسية. وخلصت الدراسة إلى أن مكتبات الجامعة لا تتعافى من ما هي عليه إلا إذا كانت مكتبات الكليات ومكتبات الأقسام والمعاهد ومراكز البحوث للكليات تابعة للمكتبة الرئيسية، بمعنى أن تكون هنالك مركزية فيما يخص الإجراءات الفنية، وإذا كانت المكتبة الرئيسية تتخوف من الأعباء المالية فيمكن أن يخصم مبلغ ثابت سنوياً من الكليات لتدعم به المكتبة الرئيسية فرعياتها وبذلك تضمن دقة وجودة وتوحيد الإجراءات الفنية بكل مكتبات الجامعة. مع التنبيه وبشدة إلى ضرورة تعيين متخصصين في مجال المكتبات بالإدارة العليا للمكتبة، وفي حالة تعذر ذلك لابد من تفعيل وظيفة نائب الأمين، شريطة أن يكون متخصصاً من قسم المكتبات بالجامعة، باعتباره الجهة الأكاديمية التي تدعم مكتبات الجامعة وأن تكون المكتبة بمثابة معمل لطلاب القسم، وهذا التلاحم والتعاضد سيؤدي إلى تطويرهما في آن واحد.
The university library occupies privileged position on the university because it contributes in achieving its goals in teaching and scientific research. Recently, a library is considered one of the most important pillars of evaluating universities. The technical procedures are the back bone of the work at the university library; therefore, the present study tackles such issue through defining the concept of the university library and its subsidiaries represented in both the descriptive and the objective indexing. Besides, the classification and the content analysis both its indexing and abstracting. The present study aims at identifying the technical procedures and problems that face technical measures at the main library and finding the scientific solution to such problems. To achieve this goal, it was a necessity to adopt the descriptive analytical method depending on a number of tools such as observation, interviewing the indexing head of departments and those who are responsible for technical issues as well as the questionnaire which was distributed among eleven libraries including the main library. The study concluded that the university libraries of faculties and institutes, in order to recover, are required to attach to the main library i.e. technical procedures should subject to centralized measures. Regarding financial burdens, a fixed amount of money is to be dedicated annually to support the main library by the various faculties Thus, the accuracy and standardization of technical measures in all university libraries may be guaranteed. However, specialists in the field of libraries should be recruited, or otherwise, the post deputy secretary should be activated provided that he/she must be a specialist. It would be favorable, if he/she is affiliated to the department of libraries at the university. The library should play the role of a laboratory to the students of the department and such cooperation will feed positively into the welfare of both the students and the library.
