استهدف المقال تقديم لمحة عن دول الجوار كآلية للعمل الجماعي الإقليمية في ضوء المفهوم والدور والفعالية. واشتملت هيكلة المقال على ثلاثة محاور. في المحور الأول تناول تطور آلية دول الجوار لمعالجة المشكلات الداخلية والإقليمية في الشرق الأوسط ، وذلك بحكم التجاور الجغرافي والتأثير والتأثر المتبادلين بين الدول ومحيطها الجغرافي المباشر. وتحدث البحث في المحور الثاني عن أسباب تعثر دول الجوار في معظم الأزمات والمشكلات الإقليمية . كما جاء في المحور الثالث بعرض تفعيل صيغة الجوار والتفكير في أسباب تعثرها. والبحث عن مداخل لدمجها أو تكاملها مع الآليات ومستويات العمل سواء الإقليمية أو الدولية الأخرى. واختتم المقال بضرورة تنشيط دور جامعة الدول العربية في الإدارة العربية لتلك المشكلات والأزمات. وأن تكون الجامعة العربية مظلة للتحركات العربية الجزئية على المستوى الإقليمي ومن بينها آلية دول الجوار. كُتب هذا المستخلص من قِبل دار المنظومة 2018
The article aimed to provide an overview of the neighboring countries as a mechanism for the regional collective action in light of concept, role and effectiveness. The article included three axes. The first axis dealt with the development of the mechanism of the neighboring countries to address the internal and the regional problems in the Middle East, by virtue of the geographical proximity and the mutual effectiveness and affection between the countries and their geographical surroundings. The second axis of the research dealt with the causes of the failure of the neighboring countries in most of the crises and the regional problems. The third axis presented offering to activate the formula of neighborhood and think about the reasons for its stumbling, as well as searching for accesses for its perfection or integration with the mechanisms and the action level whether the regional or the international. The article concluded the need to activate the role of the Arab League in the Arab administration of these problems and crises. Moreover, the Arab League should be an umbrella for the partial Arab movements at the regional level, including the mechanism of the neighboring countries..This abstract translated by Dar AlMandumah Inc. 2018
