المستخلص: The interest in the problems of organizational development started since the evolution of early societies and that mainly lead to the appearance of many attempts to find solutions to these organizational problems aiming at improving the service provided and increasing production. And since the school is considered one of the organizations of the society, so the present study will be concerned with the development of school management in the United Arab Emirates depending mainly on the approach of total quality management. This approach aims at the satisfaction of both the student and the community, the development of relationships, team working, continuous improvement by the way of using statistics, information and related interpretation and finally using incentives to assure the quality of the service provided. Problem and Questions of the Study : The problem of the study can be represented in the following main question : - How could school management of basic education in the United Arab Emirates be developed using the approach of total quality management ? The following subsidiary questions branch out of the previouly mentioned main question :

1- What is the concept of total quality management ? what is its philosophy and objectives ? 2- What are the basics and criteria of applying total quality management in education ? 3- What is the current situation of basic education in the United Arab Emirates ? What are the problems facing it ? 4- What is the role of the school manager in the development of school management in the light of total quality management ? 5- What are the most important recommendations and suggestions which can effectively develop school management of basic education in the light of total quality management ? Objectives of the study : The present study seeks to achieve the following two main objectives : 1- Recognizing and identifying the reality of the problems of management of the basic education in the United Arab Emirates. 2- Defining the basic recommendations and suggestions that participate in the development of school management of basic education in the United Arab Emirates in the light of total quality management. Importance of the study : The importance of the study lies in : 1- Using total quality management in the development of school management of basic education in UAE. 2- Studying the relation between total quality management and the way to apply it in the school management of basic education. 3- Proposing a model of increasing the level of effectiveness and efficiency of the school management. The Limitations of the study : The study was confined to design a model for increasing the level of effectiveness and efficiency of the school management of basic education in UAE in the district of Dubai. This study was limited to the managers and sub. Managers in the district of Dubai. Methodology of the study : The present study depends on using the descriptive method to achieve the aims of the study concerning the identification of the current problems of the school management of basic education in UAE by using total quality management. The study also uses the following tools : 1- Open meetings with the school managers to identify the problems of school management. 2- A questionnaire to recognize the current situation in the school management of basic education in UAE, the district of Dubai. The procedures of the study : For achieving the aims of the study the following procedures were taken : First : The first chapter dealt with the problem of the study, it objectives, it importance, its methodology and the previous studies. Second : Identifying the concepts of total quality management, its basics, criteria, positives and negatives and the techniques of applying it. Third : Recognizing the current situation of the school management of basic education in the U.A.E and important problems facing it. Fourth : Specifying the role of the basic school manager in UAE. Fifth : Identifying the techniques of total quality management in the basic school management in UAE using the field study. Sixth : Making suggestions and recommendations.
