إن ظاهرة العولمة والتداخل الاقتصادي على الصعيد العالمي، فرضت تحديات اقتصادية جديدة على الملكة مقابل إتاحتها لفرص متنوعة جديدة يمكن استغلالها بالشكل الأمثل من أجل تعزيز اتجاه تنويع القاعدة الاقتصادية بدلاً من الاعتماد على قطاع النفط والغاز. وتركز هذه الدراسة على أهمية الخصخصة والسياسات والتدابير التي تتبعها الملكة كاستراتيجية التخصيص وأهمية الخصخصة في سداد الدين العام ودعم سوق الأسهم السعودي وجذب الاستثمارات السعودية والأجنبية وتوطينها والاهتمام بالجانب الاجتماعي في التخصيص. كما تبحث الدراسة في قدرة القطاع الخاص على قيادة الاقتصاد الوطني الذي استخدمت فيه معادلة دالة النمو الأسية لقياس معدل نمو الدخل المحلي الإجمالي للقطاعين الخاص والحكومي والمقارنة بينهما لتعرف قدرة القطاع الخاص على قيادة الاقتصاد الوطني بعد تسلمه ملكية القطاع العام ونقلها إليه. وتوضح الدراسة السمة الغالبة على القطاع الخاص من الشركات والمنشآت وأداءه الاقتصادي وسبل تعزيز قدراته لقيادة الاقتصاد الوطني مستقبلا.
The phenomenon of Globalization and the economical interference worldwide has imposed new economic challenges on Saudi Arabia, in turn of giving new various opportunities, that can be used for supporting the attitude of varying the economical basement, instead of depending on the two sectors of oil and gas. In the lines that follow, an overall look on the research will be discussed. The research emphasizes the importance of privatization, the policies and processes that Saudi Arabia follow as strategies of privatization . Moreover, it highlights the importance of privatization in paying the public dept., and supporting the Saudi Stock Market. Plus, attracting and localizing the Saudi and Non-Saudi investments. Also, it clarifies the attention of the social part in Privatization. The research studies the ability of the Private Sector in leading the National Economy using the exponential function of growth, to measure the average of the total local income for both, the Private and the Public Sectors, and comparing between them to know the ability of the private sector in leading the National Economy after moving the ownership from the Public, to the Private one. The research clarifies the dominant characteristics of the Private Sector as institutions and companies, and their economic performance, and the ways of supporting the potentials of the Private Sector to lead the national economy in the future.
