المستخلص: توجهت هذه الدراسة إلى الرأي العام الكويتي، بهدف معرفة توجهات الكويتيين وآرائهم في أربع قضايا سياسية راهنة ملحة، لا تزال تثير جدلاً مستمراً في أوساطهم. وبينت نتائجها أن هناك إجماعاً في توجهات الرأي العام على جملة من الثوابت السياسية، من أهمها مبدأ الاحتكام إلى الدستور، والدفاع عن وجود مجلس الأمة، والإحساس بعدم الرضا عن العلاقة بين السلطتين: التشريعية والتنفيذية، كما كشفت عن وجود نسبة كبيرة من الناخبين لم يلحظوا وجود تعارض بين مفهوم الديموقراطية البرلمانية ومفهوم الشورى الإسلامية، وبين مفهوم المهمة الأساسية لأعضاء مجلس الأمة سواء تمثلت في تقديم الخدمات الشخصية لأبناء الدائرة الانتخابية، أم في التشريع والرقابة، كما كشفت عن وجود انقسام في توجهات الرأي العام، يعكس حالة التحول الاجتماعي، في حين كشفت دراسة المتغيرات الديموجرافية عن وجود تباينات ذات دلالات إحصائية، شملت (العمر، والجنس، والتعليم، والوظيفة، والدائرة الانتخابية، والتوجه السياسي، والدخل الشهري).

This study is designed to examine the Kuwaiti attitudes and opinions about some debatable local political issues. The findings reveal that there is a consensus on some main issues such as the principles for passing laws based only on the constitution. However, the study shows that the relationship between the legislative and executives authorities is very disappointing. In addition, the sample participants seemed to be confused about the issue of democracy according to the western concept and Islamic SHARIA understand¬ing. The study also finds out that the tribal citizens in the out skirts of Kuwait accept secondary elections before the official ones, however, they refuse to accept that election can be run on parties basis. Nevertheless, all Kuwaiti citizens support the idea of having an elected national assembly. The study also shows that women support sticking to constitu¬tion principles more than men, and following democratic liberal regime system. It is clear that university graduates are supportive of deriving laws from constitution, and prefer democratic western systems. They are also in favor of elections that base on political party system. The study makes it clear that the ancestral Islamic "SALAFI" groups are against the constitution laws and support Islamic sharia law.
