تلعب القبيلة دورا اجتماعيا وسياسيا مهما في دول الخليج العربي عامة، وفي دولة قطر خاصة. وذلك عبر مراحل التاريخ السياسي لهذه الدول. ومن الواضح أن هذه الدول تأسست استنادا إلى بناء قبلي قوي كان هو الأساس في شرعيتها. تهدف هذه الدراسة إلى معرفة الولاء القبلي في دول الخليج العربي عامة، وفي دولة قطر خاصة بالاعتماد على المنهج الكمي السيوسيولوجي؛ وبناء عليه قام الباحث بتطبيق العينة العشوائية المنتظمة، واستنادا لذلك كان هناك تأكيد على تساوي النسبة بين الذكور والإناث ومن ثم تحديد سكان تلك المناطق التي اختيرت. وقد بلغ حجم العينة 800 فرد (400 من الذكور) (400 من الإناث) من هذه المناطق ومن قبائل مختلفة. ولقد تم اختيار 200 فرد من كل منطقة من هذه المناطق حتى يتسنى التساوي في فرص الاختيار للجميع. وقد استخدم الباحث (كمتغير تابع Dependent Variable) مجموعة (33) من المفردات التي تشير إلى مجموعة من القيم والمفاهيم التي تقيس الولاء القبلي والإيمان بقيم القبيلة. ولقد صنف الباحث هذه المفاهيم والمفردات للمتغير التابع Dependent Variable إلى مجموعة من الأبعاد التي تمثل ثلاثة محاور، كل محور يتم قياسه كمتغير تابع Dependent Variable، وهذه الأبعاد هي: (الهوية والتضامن القبلي)، (القيادة والقانون العرفي)، (التصويت في الانتخابات) وبالتالي قياس مدى تأثير المتغيرات المستقلة Independent Variables (النوع، العمر، مكان السكن، الدخل، المستوى التعليمي، المهنة، التدين، والتصويت) على اتجاهات الفرد نحو الأبعاد السابقة التي تمثل جميعا الولاء القبلي. ولقد قسم كل محور من هذه المحاور إلى مجموعة من الافتراضات البحثية التي كشفت الدراسة توافق بعض النتائج مع ما افترضه الباحث. تؤكد النتائج بأن الولاء القبلي ما زال قويا لدى الأفراد، ونتيجة لذلك فإن القيم والمعايير القبلية ما زالت هي التي تسيطر على العلاقات السياسية والاجتماعية الداخلية. لذلك فإن القبيلة هي المكون الأساسي في تشكيل البناء الاجتماعي والسياسي في دول الخليج العربي مما جعلها تلعب دورا أساسيا في الحياة السياسية والاجتماعية.
This paper examines the tribal loyalty and political influence of tribalism in the States of the Arabian Gulf, particularly in the State of Qatar. The tribal community is integral to society and critical to understanding. Tribalism is a distinguishing feature of Gulf State politics, intriguingly intertwined with state political structures. There are no clear boundaries between tribe and state, with tribes central to political processes, being integral to the Emir and Sheikhdom systems. While there are no political parties in these countries, there are tribes that play an analogous role within the State, tribal loyalty having a significant impact on political elections. And they are prominent in the organisation of the military. A literature review reveals the extent to which tribes dominate Arabian Gulf socio-political life generally and that of Qatar particularly. This study differs from previous ones in using a quantitative approach to investigate the role of tribalism in the Qatari state. It draws on survey data collected from a sample of 800 tribesmen and women from four different areas in Qatar, representative of the country' tribes. It uses a scale covering thirty three topics to assess tribal values and norms. The scale comprises three dimensions: 1. Tribal identity and social solidarity; 2. Tribal leadership and traditional law; and 3. Tribal voting preferences. The data analysis proceeds by examining each dimension against a range of independent variables, including age, tribal majority affiliation, income, education, employment, religious affiliation, marriage and kinship relations, using descriptive statistics and regression. There are significant relations between the three scale dimensions the variables, which show how the political system in the state of Qatar is subject to tribal norms and values.
