شهد العالم الكثير من المتغيرات الاقتصادية خلال ربع القرن الماضي، بحيث ألقت بظلالها على اقتصاديات الدول عامة والدول النامية بشكل خاص. وأصبح هدف هذه الدول هو كيفية توفير احتياجاتها من السلع والخدمات بأقل تخصيصات استيرادية ممكنة وليس كيفية تحقيق الاكتفاء الذاتي من هذه السلع والخدمات. إن المتغيرات الاقتصادية العالمية جعلت المستقبل الاقتصادي للدول النامية مرتبطاً بمدى التغيير الذي سوف تحدثه في تعاملها مع الأساليب العلمية والتقنية المتطورة. وهذا التغيير يتطلب قبل كل شئ تطوير الموارد البشرية الموجودة أصلاً في كل الجوانب المتعلقة بالتنمية الاقتصادية. فالتعليم مثلاً يؤثر على تنمية قدرات الموارد البشرية ويسهم إسهاماً فعلاً في رفع المعدل السنوي للنمو والذي يصل إلى 25% أحياناً، كما حصل في كندا بين عقدي الثمانينيات والتسعينات. ناهيك عن جوانب التطوير الأخرى كالتدريب والتأهيل وغيرها. إن المتغيرات الاقتصادية العالمية تتطلب أن يتجاوز التعامل مع الموارد البشرية الإطار الوصفي أو الكيفي ويتبنى الإطار الكمي أو القيمي. وإن ثروة الدولة ومشروعاتها الاقتصادية ينبغي النظر إليها بصورة شاملة على أنها تتضمن كافة مصادر الدخل أو الخدمات بما فيها القدرة الإنتاجية للموارد البشرية. وهذا يتفق مع آراء الاقتصاديين المعروفين أمثال آدم سميث، الفريد مارشال، ميلتون، باتون، وغيرهم. إن الموارد البشرية تعتبر أهم أصل إنتاجي في أي مشروع اقتصادي وبشكل يفوق الأصول المادية له. تحاول الدراسة إن تلقى الضوء على آثار تطوير الموارد البشرية في تنمية الاقتصاد الوطني، وقد استعانت في ذلك ببعض المراجع والدراسات والإحصائيات ذات العلاقة بالموضوع، كما توصلت إلى مجموعة من النتائج والتوصيات التي تخدم أهدافها. \
The world achieved and witnessed a lot of Economics variables during the last quarter age, which influenced on all the countries economics in public and especially on the underdeveloped countries. The aim of these countries are how to save and increase their needs from goods and services by the possible and feasible least of the importation allowances and not how to achieve the self-sufficiency from goods and services. The international Economics variables make the future of these countries join with the developed technological and scientific methods. These changing and modification need the humanity resources development which found from the beginning in all sides and aspects that related to the economic development. Such as education which influence on the abilities of the humanity resources development and all these contribute to increase the annual rate of growth which come to 25% as Canada between the eighty and ninety period as well as training and preparation. The International Economics Variables need to extend beyond the treatment of the humanity resources in descriptive frame to the quantitative frame. We must consider that the economics' projects in general are the main income resources and services which including the productivity abilities for the humanity resources. All these opinions agree with the famous economist such as Adam Smith, Alfred Marshal, Milton, Baton. The humanity resources consider the important producing source in any economic project. The research attempt to show the important of the humanity resources in the national economic development and we use some bibliographic, researches and statistics studies which related with this research. Finally it reach and come to a lot of conclusions and recommendations. \
