520 |b Like in many other African countries, the indicators of knowledge-based economy in Sudan are still modest in spite of the recent upward trends. For example, based on data collected from the UNDP Human Development Reports and Abdelmawla (2009), Sudan moved from the low educational attainment category to that of the medium educational attainment only in the year 2001. Using the Granger’s (1969) Causality Test, this study aims at examining the effectiveness of knowledge (educational attainment) in inducing economic growth and the effectiveness of this growth in enhancing the level of knowledge in Sudan over the period (1980-2008). Though the results indicate that educational attainment catalyzes economic growth, the growth generated during the period under study is found to be statistically insignificant in enhancing the level of knowledge, as indicated by the F-Ratios, which were obtained by varying the order of lags from 1 up to 3. The study recommends that Sudan adopt a comprehensive strategy not only to increase literacy rates, but also to improve the quality of knowledge. This strategy requires, among other things, increasing public expenditure on general education, vocational training, higher education, and scientific research. ICT for educational attainment is highly recommended. Realization of peace in all parts of Sudan is a prerequisite for increasing the literacy rates and improving the quality of knowledge. Knowledge is also an important factor in the diffusion of peace culture.
